Save the Date | Breaking the Chain: Countering Shadow Fleet Operations in Europe’s Strategic Waterways

Luiss University’s School of Government, in collaboration with the University of Cambridge’s Centre for Geopolitics, the European Council on Foreign Relations, the Centre for Research on Energy and Clean Air, and the B4Ukraine network, is organizing a roundtable on maritime security in the Black Sea and European waters, with a particular emphasis on Russia’s shadow fleet operations and sanctions evasion schemes. Experts will explore policy responses and strategic cooperation to safeguard Europe’s vital maritime routes.
This event takes place on the eve of the Ukraine Recovery Conference 2025, which will be held in Rome on 10–11 July. URC2025 will bring together governments, international organisations, financial institutions, municipalities, and civil society to advance the swift recovery and long-term reconstruction of Ukraine.
Following the opening remarks by Ms. Kateryna Chernohorenko, Deputy Minister of Defence of Ukraine, the floor will be given to field experts, academics, and representatives of the Ukrainian Parliament.
Carolina de Stefano, Lecturer at Luiss School of Government and Russia Expert, will moderate the discussion.
