Osvaldo Zavala Giler elected as ICC Registrar
On 10 February 2023, the judges of the International Criminal Court (ICC), sitting in a plenary session, elected Mr Osvaldo Zavala Giler as Registrar for a period of five years by an absolute majority by secret ballot. Mr Osvaldo Zavala Giler succeeds Mr Peter Lewis, whose five-year mandate ends on 16 April 2023.
Mr Osvaldo Zavala Giler is a national of Ecuador with broad work experience at the International Criminal Court. He has worked at the Court in different capacities, including as Chief of Budget Section, senior special assistant to the Registrar and Head of Office of the Court’s liaison office to the United Nations in New York. He is also a founding member of the Sexual and Gender Diversity Network at the Court. Prior to his work with the Court, he has also worked as a legal officer, legal adviser and liaison officer to the United Nations for the Coalition for the International Criminal Court.
In accordance with the Rome Statute, the Registrar is the principal administrative officer of the Court, who exercises his or her functions under the authority of the ICC President (article 43(2)). The Registrar is responsible for the non-judicial aspects of the administration and servicing of the Court, without prejudice to the functions and powers of the ICC Prosecutor, whose office acts independently as a separate organ of the Court (articles 42(1) and 43(1)).

Élection d’Osvaldo Zavala Giler au poste de Greffier de la CPI
Le 10 février 2023, les juges de la Cour pénale internationale (CPI) réunis en session plénière ont élu, à la majorité absolue et au scrutin secret, M. Osvaldo Zavala Giler au poste de Greffier de la CPI pour un mandat de cinq ans. M. Osvaldo Zavala Giler succédera à M. Peter Lewis, dont le mandat de cinq ans prendra fin le 16 avril 2023.
M. Osvaldo Zavala Giler est un ressortissant de l’Equateur ayant une vaste expérience professionnelle à la Cour pénale internationale. Il a travaillé à la Cour à différents titres, notamment en tant que Chef de la Section du budget, Assistant spécial principal du Greffier et Responsable du bureau de liaison de la Cour auprès des Nations Unies à New York. Il est également membre fondateur du Réseau sur la diversité sexuelle et de genre à la Cour. Avant de travailler pour la Cour, il a également travaillé comme juriste, conseiller juridique et officier de liaison auprès des Nations Unies pour la Coalition pour la Cour pénale internationale.
Conformément au Statut de Rome, le Greffier est le responsable principal de l’administration de la Cour et exerce ses fonctions sous l’autorité du Président de la CPI (article 43-2). Il est responsable des aspects non judiciaires de l’administration et du service de la Cour, sans préjudice des fonctions et attributions du Procureur de la CPI, dont le Bureau agit indépendamment en tant qu’organe distinct de la Cour (articles 42-1 et 43-1).
