Report on ongoing interinstitutional negotiations
– Amending Regulations (EU) 2015/1017, (EU) 2021/523, (EU)
2021/695 and (EU) 2021/1153 as regards increasing the efficiency
of the EU guarantee under Regulation (EU) 2021/523 and
simplifying reporting requirements (InvestEU) – 2025/0040(COD)
On 23 September 2025, Parliament and Council reached an
agreement at trilogue on the revision of the InvestEU regulation. In
particular, they agreed to increase the amount of the EU guarantee
by EUR 2.9 billion. In addition, they endorsed simplification measures
relating to the SME definition and key performance and monitoring
indicators.

– Enhancing police cooperation in relation to the prevention,

General budget of the European Union for the financial year
2026 – all sections

Members of the Committee on Budgets will vote on the amendments
tabled to the Council’s position on the Commission’s Draft Budget
2026.
Shadow Rapporteurs:
The Council formally adopted its reading on the 2026 Draft Budget
Nils Ušakovs (S&D)
on 5 September 2025, with no changes from the position approved
by COREPER in July 2025. Compared to the Commission’s Draft
Budget 2026, the Council cuts EUR 1 307.44 million in commitments
and EUR 696.71 million in payments.
The General Rapporteur for the 2026 Budget – Section III
(Commission), Andrzej Halicki, and the Rapporteur for Other
Sections, Matjaž Nemec, will present their compromise proposals,
resulting from thorough exchanges with the shadow rapporteurs, and
their voting recommendations before the vote.

For Section III, the General Rapporteur’s approach is to ensure that
the application of the “cascade mechanism” for the costs of the EU
Recovery Instrument (EURI) will not result in arrangements that
cause undue collateral damage to essential programmes, and to
propose targeted reinforcements to some programmes and agencies
in line with political priorities and identified needs in 2026.

For Other Sections, the Rapporteur’s approach, after analysing the
needs and requests from the other institutions, is to restore the
Council’s cuts and to support a number of amendments above the
Draft Budget to ensure that the institutions have sufficient resources
to fulfil their mandates.

2025 Budget: Other Sections
– European Committee of the Regions (CoR):
INF 4/2025
With this transfer, the CoR intends to reinforce line 214 “Technical
equipment and installations” with EUR 370 000. This reinforcement is
needed in the framework of reallocation of resources from the
security and surveillance of buildings to security technical equipment
to upgrade the equipment and thus enhance security, ensure
compliance with future standards, and improve operational

With this transfer of a total amount of EUR 841 109, the CoR intends to reinforce 4 budget lines, namely:
item 2100 “Purchase, servicing and maintenance of equipment and software, and related work”
with EUR 14 889;
item 2102 “Outside assistance for the operation, development and maintenance of software
systems” with EUR 321 220;
item 2601 “Permanent dialogue mechanism” with EUR 285 000;
item 2603 “EU Councillors” with EUR 220 000.
The reinforcements are needed to finance 5 IT related joint CoR-EESC projects and 7 CoR
communication related projects.
This transfer is possible due to the estimated savings on line 1200 “Remuneration and allowances”.
