Summary
The Federal Research Division (FRD) has provided fee-based research and analysis services to U.S. Government agencies and programs since 1948, drawing on the vast resources available through the Library and other sources. FRD has a long-established reputation for utilizing a full range of primary materials, data, scholarly works, and other sources to provide impartial and comprehensive analysis across a broad spectrum of sensitive and non-sensitive domestic and international concerns.
Housed within the Library of Congress, FRD operates without appropriated funds on a cost-recovery basis. Maintaining objectivity and independence from business or political concerns is a critical aspect of mission integrity, allowing the division to work effectively across federal agencies and program offices.
This Technical Information Specialist position includes two main duties: (1) Evaluating, recommending, and designing effective deployment of online information management resources, such as Confluence or agency intranet sites, with particular focus on usability and design, and (2) Providing research services for various projects in support of federal clients, such as the Department of Defense, Small Business Administration, and Department of Transportation.
Responsibilities
Work specific to online information management and design will include:
– Editing source code to create new pages and edit existing pages; adding and editing images and graphics; managing internal website uploads and archiving.
– Applying knowledge of current web-based applications, programming and scripting languages, application programming interfaces, Internet protocols, familiarity with usability concepts, and accessibility requirements to optimize existing websites.
– Providing guidance in the design and development of new internal websites.
– Coordinating efforts with network and security specialists to ensure compliance with applicable policies.
– Diagnosing and troubleshooting operational problems such as broken links, or file directory, server, or application issues; making corrections and restoring functionality.
Work specific to research services in support of federal agencies will involve detailed research and analysis on a variety of topics. The Technical Information Specialist will:
– Support specific assignments in any of the following subject areas: domestic public policy, international politics, military affairs, economics, demography and labor force issues, other social sciences, and/or healthcare.
– Expertly apply Library of Congress collections and open source materials in conducting research.
– Screen publications, electronic resources, and topics pertaining to a specialized field, in foreign and domestic arenas.
– Select, abstract, and translate data from specific sources.
– Recommend research methodologies.
– Analyze research findings in context of sophisticated conceptual frameworks.
– Prepare high-quality written products, including report-length documents and abstracts.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.
This position works a flexitime work schedule.
This is a non-supervisory, non-bargaining position.

Educational Requirements
Candidates must have a bachelor’s degree in economics, political science, data science, statistics, public policy, systems engineering, computer science, or similar. Candidates with master’s degrees and/or experience in project management or program evaluation will be preferred.
