On Thursday 8 December 2022, the European Court of Auditors (ECA) – the EU’s budget watchdog – will publish a special report on how the EU’s statistical office, Eurostat, managed the most recently completed verification cycle for Member States’ gross national income (GNI).
ABOUT THE TOPIC
EU countries’ contributions to the EU budget are based in large part on the size of their economies, measured in terms of their GNI. These contributions constitute the EU budget’s largest income source. In 2021, they amounted to €116 billion, about two thirds of the budget. Eurostat checks the quality of EU countries’ GNI data in multi-annual cycles, and can ask for adjusting their initial estimates – which are the basis for their payment contributions calculated by the Commission – upwards or downwards. In the past, EU countries have had difficulties with paying large additional amounts at short notice.
ABOUT THE AUDIT
The auditors assessed whether the 2016-2019 GNI verification cycle and associated communications had been timely and efficient. They analysed whether Eurostat had effectively identified and mitigated the most significant risks to the comparability, reliability and exhaustiveness of GNI data. The audit sample of Member States included Ireland, Spain, France, Malta, Netherlands and Poland.
