Middle East.* In a debate on Tuesday morning/, MEPs and Commission representatives will discuss the recent Middle East peace agreement and the role of the EU.
October European Council*. On Wednesday morning/, MEPs will look ahead to the 23 October EU summit, in a debate with the European Commission and the Danish Presidency. The debate is set to focus on Ukraine, the Middle East, defence and security, competitiveness, migration, and housing.
Russian assets for Ukraine reconstruction / Russian energy imports.* Using frozen Russian assets to fund Ukraine’s defence and reconstruction will be the subject of a debate with Commission and Council representatives on Tuesday/. On Wednesday/, MEPs, the Commission, and the Danish Council Presidency will discuss ending all energy imports from Russia and closing loopholes enabling imports via non-EU countries.
New rules on driving licence and reckless driving.* To improve road safety MEPs are set to confirm in two votes on Tuesday/ new EU driving licence rules, introducing provisions on novice drivers, vulnerable road users, and to ensure the disqualification of foreign reckless drivers.
2025 Sakharov Prize laureate. *Parliament President Roberta Metsola will announce the laureate of the 2025 Sakharov Prize for Freedom of Thought at around noon in plenary on Wednesday/.
Address by Sergey Tihanovski and Sviatlana Tsikhanouskaya*. In a formal sitting on Wednesday at noon/, Sergey Tihanovski and Sviatlana Tsikhanouskaya, opposition leaders from Belarus, will address plenary. On Wednesday morning/, MEPs, the Council and Commission will discuss the situation in Belarus five years after the country’s fraudulent presidential elections, followed by a vote on an accompanying resolution.
EU priorities for 2026*. On Tuesday afternoon/, MEPs will quiz the Commission on its priorities for next year following their unveiling by the Commission the same day, and will make an initial assessment of the policy and legislative initiatives for the year ahead.
Allegations of Hungarian espionage. *On Wednesday/, plenary will discuss the recent allegations that the Hungarian Government has been spying on the EU institutions.
Daphne Caruana Galizia Prize for Journalism. *On Tuesday evening/, the winner of the 2025 Daphne Caruana Galizia Prize for Journalism will be announced during an award ceremony in Parliament’s Daphne Caruana Galizia press conference room. Ahead of the ceremony, Parliament’s Press Service will organise a media seminar on the role of journalists in the world today and the threats they face. Also on Tuesday, plenary will hold a debate on delayed justice and rule of law backsliding in Malta, eight years after Caruana Galizia’s murder.
President’s diary*. On Wednesday/, European Parliament President Roberta Metsola will deliver a speech in the hemicycle before the solemn session with Belarus opposition leaders Tihanovski and Tsikhanouskaya. On Thursday/, President Metsola will address heads of state or government during the European Council, followed by a press conference.
Last-minute briefing*. On Monday /at 16:30, Parliament will hold a press briefing on the plenary session, which starts at 17:00. Political group briefings will take place on Tuesday/.
