The Library of Congress is accepting applications for a Management and Program Analyst, GS-13, until February 3, 2023.
The position is located in the Library Enterprises Directorate within the Chief Operating Officer Service Unit and reports to the Library Enterprises Budget Manager. The employee works as a liaison for all directorates within the service unit, coordinating closely with senior managers and staff.
This position provides guidance and assistance to directorate staff and management by creating and managing strategic, performance, and risk plans. The incumbent uses familiarity with all related rules, regulations, directives, and best practices to perform performance and risk management. Duties include planning, organizing, and analyzing directorate and service unit-wide strategic planning and performance management; development of budgetary requests supporting initiatives, including strategic mapping, cost estimation, alternatives analysis, and return on investment; program analyses to improve operational efficiency and effectiveness; and development, maintenance, integration, and improvement of performance and risk management reports. While performing daily duties, the incumbent is also responsible for ensuring proper handling and security of Library of Congress materials.
