The City is piloting a Small Developer Incubator Program to create a network of small scale developers and contractors who are invested in the economic health and vitality of local Sacramento neighborhoods and build local capacity to develop smaller-scale housing solutions to address our housing shortage.

Join us for a Small Developer Academy, designed to demystify the development process from initial inquiry to final inspection. Whether you’re pursuing an ADU, a small residential project, or just exploring your options, this session will walk you through every critical step.
Topics to be covered:Zoning & Project Submittals – Learn how to gather information, understand submittal pathways, and navigate fees, exemptions, and planning requirements, including for ADUs.Site Plan & Design Review (SPDR) – Understand what Site Plan and Design Review is, what triggers it, what reviewers look for, timelines, and how to avoid common delays.Building Submittals – Get tips on submitting successfully through the Public Permit Portal and an overview of impact fees and permitting thresholds.Plan Review Process – Learn what plan reviewers expect, how long reviews take, and how different codes and departments are involved.Inspections 101 – Prepare for final inspections with insights on scheduling, what inspectors look for, and best practices across departments.
