New EU rules to fight child sexual abuse*
Starting at 9:00, MEPs will discuss with Commissioner Magnus Brunner a proposal to update EU legislation on child sexual abuse crimes, to take into account technological advances and improve victim support. The draft legislation criminalises child sexual abuse “instruction manuals” and artificially created deepfake imagery, among other things. A plenary vote on Parliament’s position ahead of negotiations with EU ministers will follow at 12:30.
Israel-Iran military escalation, EU-Israel Association Agreement and Gaza’s humanitarian crisis *
In the evening, MEPs, EU foreign policy chief Kaja Kallas and Polish EU Affairs Minister Adam Szłapka for the Council presidency will debate the situation in the Middle East. This debate will focus on the risk of further instability in the Middle East following the Israel-Iran military escalation, the review of the EU-Israel Association Agreement and the ongoing humanitarian crisis in Gaza.
Formal address by King Abdullah II of Jordan*
The King of Jordan, His Majesty Abdullah II bin Al-Hussein, will address MEPs during a formal sitting at noon. Among other topics, he is expected to focus on the dramatic escalation of the crisis in the Middle East and the situation in Gaza.
Revision of EU rules on air passenger rights*
In an evening debate with Commissioner Apostolos Tzitzikostas and Polish Council presidency representative Adam Szłapka, MEPs will assess the latest developments and ways forward in the process to revise air passenger rights in the EU. This follows a political deal among member states’ ministers unblocking the 2013 proposal.
In brief*
National recovery plans.* After the 12:30 voting session, MEPs will discuss with Commission Executive Vice-President Rafaelle Fitto whether to extend Recovery and Resilience Facility (RRF) funding beyond 2026. Members will vote on a resolution on Wednesday, and there will also be a press conference.
State of the rule of law in the EU. *Starting at around 16:00, MEPs will discuss the Commission’s 2024 assessment of the state of democracy and EU values across the bloc, in a debate with Commissioner Michael McGrath. This will be followed on Wednesday by a plenary vote and a press conference.
Colombia*. Following the assassination attempt on potential presidential candidate Miguel Uribe, MEPs will discuss threats to the democratic process in Colombia. The evening debate will be attended by EU foreign policy chief Kaja Kallas, and Polish EU Affairs Minister Adam Szłapka for the Council presidency.
Montenegro and Moldova’s paths towards joining the EU. *Later in the afternoon, plenary will hold two consecutive debates with Commissioner Marta Kos on the progress made by Montenegro and Moldova towards EU accession. Plenary will vote on two reports on Wednesday.
European Ocean Pact. *From 10:45, MEPs and Commissioner Costas Kadis will discuss the new EU strategy for the sustainable management and preservation of the oceans, unveiled on 5 June 2025.
Votes*
At 12.30, plenary will also vote, among others, on:
-updating and extending the EU-Ukraine agreement on the carriage of freight by road;
-additional assistance and further flexibility to outermost regions affected by severe natural disasters, in the context of cyclone Chido devastating Mayotte;
-electoral rights of mobile Union citizens in European Parliament elections: and
-strengthening rural areas in the EU through cohesion policy.
