Mobilisation of the European Globalisation Adjustment Fund
for Displaced Workers following an application from Belgium

Members will consider the draft report prepared by Janusz
Lewandowski (EPP) on the European Commission’s proposal for a
decision to mobilise the European Globalisation Adjustment Fund for
Displaced Workers (EGF) to support 2 397 displaced workers of Van
Hool, a coachbuilder and manufacturer of buses, coaches and
trolleybuses in Lier, Belgium.

European Defence Industry Programme and a framework of
measures to ensure the timely availability and supply of
defence products (‘EDIP’)

Members will consider the draft budgetary assessment prepared by
Jean-Marc Germain (S&D) on the European Commission’s proposal
for European Defence Industry Programme (EDIP). The proposal aims
at strengthening the competitiveness and responsiveness of the EU’s
Defence Technological and Industrial Base (EDTIB), ensuring the
availability and supply of defence products and promoting
cooperation with Ukraine’s defence industry.

The draft budgetary assessment underlines the insufficient level of
the EUR 1.5 bn financial envelope in support to the EDTIB as well as
the absence of any source of funding in support to Ukraine after the
allocation of the proceeds of Russian frozen assets to the Ukraine
Loan Cooperation Mechanism for the main part, as well as to the
European Peace Facility. The rapporteur suggests to increase the
EDIP envelope by EUR 20 bn through contributions from the Member
States according to their share in the gross national income of the
Union.

Estimates of revenue and expenditure for the financial year
2026 – Section I – European Parliament
Following the conciliation meeting held on 18 March 2025 between the
Parliament’s Bureau, represented by Ms Verheyen, and the BUDG Delegation
a compromise was reached on the global increase of the 2026 estimates
(+ 4,09 % compared to the 2025 budget, which represents a decrease of
adjustments to specific budget lines. The Bureau and the Committee on
Budgets are expected to endorse the final agreement at their respective
meetings on Monday 31 March.
Together with the agreement reached with the Bureau, the Committee will
vote on the 103 amendments tabled to the draft report.

2025 Budget: Section III – Commission

Following the presentation and discussion of the transfer proposal at the
meeting on 20 March, the Committee will be asked to proceed with the vote
in order to allow the appropriations worth EUR 350 million to be transferred
from the reserve chapter to the Humanitarian Aid budget line.

Amending Regulation (EU) 2023/956 as regards simplifying
and strengthening the carbon border adjustment
mechanism
The Carbon Border Adjustment Mechanism (CBAM) regulation is in force
and the transitional period, a ‘dry run’ without actual payments yet, will end
in 2025. As part of the Omnibus package, and in view of higher
competitiveness and lower administrative burden for EU companies ahead
of the ‘definitive phase’, the Commission proposes a simplification to the
CBAM regulation by adjusting the de minimis threshold in terms of tonnage
of imported CBAM goods (steel, aluminium, cement, fertilizers). This would
decrease significantly the number of importers / declarants while lowering
the embedded CO2 emission ‘in scope’ by only around 1%, thus leaving
intact the environmental integrity of the instrument. This would lead to an
estimated reduction of administrative costs for EU importers of more than
EUR 1 billion. The loss of revenue, on the other hand, would be
proportionate to the emissions for exempted importers, i.e. only around 1%
or EUR 21 million per year.

Given that the proceeds of the CBAM are foreseen to become an own resource for the EU Budget, BUDG will issue
a budgetary assessment according to Rule 58. The rapporteur will examine the potential impact of the amending
regulation on the revenue side as well as on the expenditure side of the budget and its compatibility with established
EP positions on the own resources reform. The lead committee, ENVI, intends to follow a simplified procedure for
this co-decision file in order to allow a plenary vote already in May. This leaves the opinion-giving committees very
little time to provide their input. The document of the draft assessment may only become available at the last minute.
