Winter session of the Council of Europe Parliamentary Assembly
Furthermore, a request for debate on “The urgent need for free and fair elections in Belarus” will be examined; other debates will concern the observation of the parliamentary elections in Georgia; immigration as one of the answers to Europe’s demographic ageing; the risks to human rights and the rule of law posed by mercenaries and private military companies; regulating content moderation on social media to safeguard freedom of expression; multi-perspectivity in remembrance and history education for democratic citizenship.
The Assembly will adopt its final agenda at the opening of the session.
Event marking the 80th anniversary of Raoul Wallenberg’s disappearance
28 January, Strasbourg (Palais de l’Europe, Room 6 / 1 p.m.) – On the occasion of the 80th anniversary of Raoul Wallenberg’s disappearance, the permanent representation of Sweden, the Swedish delegation to PACE and the Human Rights Directorate of the Council of Europe will host a round table on Raoul Wallenberg’s legacy as a side event of the Winter session of the Parliamentary Assembly. It aims to celebrate his memory and his deeds, while highlighting what they have meant for today’s human rights defenders.
An exhibition on the outstanding actions of Raoul Wallenberg will also be on display in the Foyer of the Committee of Ministers from 27 to 31 January.

Media are invited to attend the conference opening and first session on Tuesday 28 January from 9 to 11 a.m. (Hotel Quirinale at Via Nazionale, 7).
29 January, Strasbourg (Palais de l’Europe, Room 2 / 1 p.m.) – The discussion “Youth, Ukraine, Europe: Coming of age during war. How can European youth policy adapt?” will take place as a side event to the PACE winter session. The opening remarks will be delivered by Yevheniia Kravchuk, Chairperson of the PACE Sub-Committee on Youth and the Society of the Future and Member of the Verkhovna Rada of Ukraine, and Matjaž Gruden, Director of the Directorate for Democracy of the Council of Europe.
