MANITOBA STRATEGIC CORRIDORS ADVISORY COUNCIL
POLICY ADVISORY STATEMENT
Whereas the Manitoba Strategic Corridors Advisory Council was established for the purpose of
strategically advising the Manitoba government on its vision to grow and develop Manitoba as
a transportation and trading hub; and,
Whereas the council is comprised of senior private sector executives with knowledge and
experience in supply chains, transportation and transportation infrastructure delivery across all
modes, and Indigenous economic participation; and,
Whereas the council, since its inception in April, has adopted a collective approach in its
judgment on matters relating to trade-enabling transportation systems, understanding and
emphasizing that safety continues to be the foundational principle of Manitoba’s transportation
and trade hub vision;
Therefore, we, the council members, in our first official recommendations, provide the following
observations and strategic policy advice to Transportation and Infrastructure Minister Doyle
Piwniuk, for consideration:
The council considers the foundation and reasoning for the Manitoba government’s
establishment of a transportation and trade hub vision to be legitimate and urgent. The
council members further conclude that evolving economic, supply chain, industrial and
geopolitical contexts offer both challenges and opportunities for Manitoba, its people and
industries, to more beneficially participate in global trade through the leveraging of its
substantial historical and competitive advantages in transportation across all modes,
including its mid-continent location.
The council members acknowledge that the Department of Transportation and
Infrastructure has launched strategic transportation network initiatives designed to help
meet the transportation and trade hub vision. These include the Multi-year Infrastructure
Investment Strategy, Winnipeg One Million Perimeter Freeway Initiative, National Economic
Corridors Initiative, and the Trade and Commerce (Heavy Truck Loading) Grid.
Based on the information presented to it, council members conclude and endorse that
these departmental strategic transportation initiatives are appropriate and will contribute to
Manitoba’s overall ability to grow trade and international supply-chain-based economic
activity in the province, including contributing to foreign direct investment opportunities. The
council encourages the continued and full implementation of these strategic transportation
initiatives, and their related funding basis. The council further encourages federal
participation where practicable.

recommendations for the minister’s consideration:
The council notes the potential afforded our province by unique supply chain facilities and
nodes, including the Winnipeg James Armstrong Richardson International Airport cargo
campus development and the Port of Churchill. Members also recognize the positive
economic impacts of important Manitoba government investments in the Hudson Bay
Railway leading to the Port of Churchill and in the Thompson airport infrastructure,
including their importance to Indigenous economic reconciliation. Within these contexts, the
council encourages the Manitoba government to more fully integrate aviation and marine
