FOUR-PARTY CONFERENCE (G4), JOINT TRAINING:
THE “POLARIS” PROJECT EXTENDED TO THE
ARMA DEI CARABINIERI
The Centre of Excellence for Stability Police Units (CoESPU) in Vicenza is currently hosting the summit conference (G4) of the European gendarmeries and police forces with military status, including the Italian Arma dei Carabinieri, the French Gendarmerie Nationale, the Spanish Guardia Civil and the Portuguese Guarda Nacional Republicana.
So far, the meeting, hosted on behalf of the Arma dei Carabinieri by the Commanding General, Lt. Gen. Teo Luzi, has discussed the topic of joint training for the sharing of tools and knowledge. This has led to the important decision of inviting the Carabinieri and the Portuguese counterpart to be part of the “Polaris” consortium, the Police Academies Regional Integrated Schooling project, implemented since 2017 between the French and Spanish institutions. From 2023, one module will be carried out on a yearly basis for a training audience of 40 military personnel (10 for each police force, the Carabinieri will participate with Cadet Warrant Officers attending the three-year basic course). Partner institutions will be hosting the initiative on a rotational basis, opening attendances for a “European module” dedicated to other European police forces. A training internship is also planned, supervised by the instructors of the advanced schools of the respective Officer Training Schools, also involving other European and foreign police forces.
Bilateral cooperation between the Carabinieri Officers’ College and the Portuguese Military Academy will be extended to the equivalent French and Spanish institutes, with one student from each police force taking part in the respective recurrent training courses and the attendance of a ‘European advanced module’, organised every year at the CoESPU in Vicenza.
Cooperation will also concern advanced courses, with the establishment of a joint catalogue of professional courses “of excellence”.
As the conference continues, the topics of environmental protection and the exchange of best practices in the cyber field will also be addressed.
