Estimates of revenue and expenditure for the financial
year 2027 – Section I – European Parliament
The Secretary-General of the European Parliament, Mr Alessandro
Chiocchetti, presented to the Bureau the proposal on the
Parliament’s estimates of revenue and expenditure for the financial
year 2027 on 9 February.
In the presence of the Vice-Presidents of the Parliament responsible
for the budget, Ms Sabine Verheyen and Mr Javi López, and of the
Secretary-General, the committee will hold its first exchange of
views on the proposal.

2026 Budget: Other Sections
– European Data Protection Supervisor (EDPS):
• n° 1 /2026
The purpose of this transfer is to reinforce several items, amongst
others: item 1110 “Contract Staff” by EUR 550 000 to cover the
salaries of EDPS contractual agents until the end of 2026, item 1120
“Mission expenses, travel expenses and other ancillary expenditures”
by EUR 70 000 to execute the operational missions planned in 2026,
item 3000 “Rent, charges and building expenditure ” by EUR 200 000
to be able to fully cover all building related costs for 2026. The total

Building policy
– EBA building project, France (early warning)
The European Banking Authority (EBA) has informed the Parliament
of its intention to launch a building project prior to lease expiry in May
2028.
Currently, the EBA has been occupying four floors in the Europlaza
tower in Courbevoie since June 2019. The current lease contract is
for a total duration of 9 years, expiring in May 2028. In the anticipation
of this date, the EBA is preparing to initiate a building procurement
project to select suitable office space in Paris. The EBA is seeking
office space for a nine-year tenancy with a break option in year six.
The contract will cover the lease of approximately 5400 m². Key
considerations for EBA to identify new office space include costeffectiveness and the potential for operational synergies through
enhanced inter-agency cooperation.

The EBA intends to prospect the market and run a pre-selection between February and April 2026 and to
conduct studies and negotiations until June 2026. If the prospection is successful, the related prior approval
request should be submitted to the Budgetary Authority between July and September 2026.

Mobilisation of the European Globalisation Adjustment Fund
for Displaced Workers following an application from Belgium
– EGF/2025/004 BE/Tupperware
Members will vote on the draft report prepared by Jean-Marc Germain
(S&D) on the European Commission’s proposal for a decision to
mobilise the European Globalisation Adjustment Fund for Displaced
Workers (EGF) to support 267 displaced workers of Tupperware
General Services NV, the Belgian subsidiary of the American
corporation Tupperware Brands, specialised in the manufacture of
rubber and plastic products.
The rapporteur proposes to support the proposed mobilisation of EUR
consisting of: information sessions; outplacement services, including
ICT training; job-search assistance; trainings; job-scouting and jobmatching.
The payment of the above amount requires a transfer which is put to
vote as DEC No 02/2026.

Mobilisation of the European Globalisation Adjustment
Fund for Displaced Workers following an application from
Belgium – EGF/2025/007 BE/Casa
Members will consider the draft report prepared by Hélder Sousa
Silva (EPP) on the European Commission’s proposal for a decision to
mobilise the European Globalisation Adjustment Fund for Displaced
Workers (EGF) to support 416 displaced workers of Casa
International NV, specialised in retail trade and warehousing and
support activities for transportation, that filed for bankruptcy in
March 2025.
The rapporteur proposes to support the proposed mobilisation of
workers.

Mobilisation of the European Globalisation Adjustment
Fund for Displaced Workers following an application from
Austria – EGF/2025/005 AT/KTM
Members will consider the draft report prepared by Janusz
Lewandowski (EPP) on the European Commission’s proposal for a
decision to mobilise the European Globalisation Adjustment Fund for
Displaced Workers (EGF) to support 420 displaced workers of KTM
Gruppe, specialised in the manufacture of motorcycles, that filed for
insolvency in November 2024.
The rapporteur proposes to support the proposed mobilisation of
workers.

Update of the financial programming 2027
Every year, in accordance with Article 41(2) of the Financial Regulation
and the Interinstitutional Agreement accompanying the Multiannual
Financial Framework (MFF), the Commission updates the financial
programming for the remainder of the MFF.
The financial programming update includes the changes resulting from
the 2026 budget adopted at the end of last year, the impact of recently
adopted or proposed legislation and the effect of specific transfers.
The financial programming forms the basis of the Draft Budget and
makes clear what resources are available to respond to emerging
needs or for political priorities.
