would generate an overall estimated annual additional revenue of

around EUR 58 billion. The next MFF calls for strengthened
investments in EU strategic priorities and will have to provide, at the
same time, for sufficient resources to ensure the NGEU debt
repayment. While the current own resources system has ensured stable and predictable financing of the EU
budget, it is largely, and increasingly, dependent on GNI contributions.
The first part of the hearing will be dedicated to a critical review of the proposal, with a special focus on the
Corporate Resource for Europe (CORE). In the second part of the hearing, proposals for alternative or
additional new own resources or other sources of revenue will be examined.
The experts who will share their insights are:
Ms Veronika Solilova, assoc. prof. of Prague University of Economics and Business;
Ms Margit Schratzenstaller, Senior Economist and Researcher at WIFO;
Mr Apostolos Thomadakis, Head of Research, ECMI and Research Fellow and Head of the Financial
Markets and Institutions Unit, CEPS;
Mr Julien Desiderio, Policy advisor at Oxfam Belgium.
The ECON and ENVI Committees have been invited to participate to the hearing.

European Chemicals Agency and amending Regulations (EC) No 1907/2006, (EU) No
528/2012, (EU) No 649/2012 and (EU) 2019/1021
The rapporteur, Mr Helder Sousa Silva, will present his draft
budgetary assessment on the of Proposal for a Regulation on the
European Chemicals Agency and amending technical regulations,
which aims to assess whether the proposal provides for sufficient
financial and human resources and is compatible with the MFF and
the Own Resources system, among others.
The recommendation of the rapporteur is that, due to the volatility of
ECHA’s revenues from fees and charges, the creation of a reserve for
the Agency promotes the long-term sustainability of its financial
model, which increases its resilience to respond to possible future
crises and protects the financial interests of the EU Budget and
taxpayers. Furthermore, the standing rapporteur for EU agencies
insists on the importance of a regular assessment of the fees. He
welcomes the abolishment of the requirements for segregated
budgets and the grouping into a single budget line of the EU budget
contribution to the Agency.

Mobilisation of the European Globalisation Adjustment
Fund for Displaced Workers following an application from
Belgium (EGF/2025/004 BE/Tupperware)
Members will consider the draft report prepared by Jean-Marc
Germain (S&D) on the European Commission’s proposal for a
decision to mobilise the European Globalisation Adjustment Fund for
Displaced Workers (EGF) to support 267 displaced workers of
Tupperware General Services NV, the Belgian subsidiary of the
American corporation Tupperware Brands, specialised in the
manufacture of rubber and plastic products, that filed for bankruptcy
in February 2025.
The rapporteur proposes to support the proposed mobilisation of
workers.
The mobilisation decision is accompanied by transfer DEC 02/2026,
for the same amount, from the reserve to the EGF relevant budgetary
line, which will be voted with the mobilisation request.

Mobilisation of the European Globalisation Adjustment
Fund for Displaced Workers following an application from
Belgium – EGF/2025/006 BE/Audi
Members will vote on the draft report prepared by Nicolae Ștefănuță
(Greens/EFA) on the European Commission’s proposal for a decision
to mobilise the European Globalisation Adjustment Fund for
Displaced Workers (EGF) to support 3 414 displaced workers of Audi
S.A./n.V., a manufacturer of motor vehicles, trailers and semi-trailers,
and five of its suppliers and downstream producers in Belgium.
The rapporteur suggests supporting the proposed mobilisation of
workers consisting of: counselling, information and placement
services, training, including IT skills; job day; contribution to business
start-up; incentives for participation in job-search activities.
The payment of the above amount requires a transfer which is put to
vote as DEC No 01/2026.

European Semester for economic policy coordination 2026
The Committee will vote on an opinion containing amendments to the
draft report of the ECON committee on the European Semester for
economic policy coordination 2026.
The BUDG Rapporteur for opinion proposes to further reinforce the
report on the EU Budget related parts, notably in view of the
proposed increased role for the European Semester in the next
Multiannual Financial Framework and Annual Budgetary Procedure.

Workshop on “Financing industrial policy and competitiveness in the post-2027 MFF”
The Commission published its proposal for the new Multiannual
Financial Framework (MFF) 2028-2034 on 16 July 2025. The proposal
includes a dedicated heading for the European Competitiveness
Fund (ECF).
The workshop will focus on the different aspects of European
competitiveness in the light of the newly proposed ECF. In two
separate panels, speakers will first look at the lessons learned from
the current MFF related to competitiveness, before discussing the
proposed ECF, with a focus on industrial policy and defence.

Guidelines for the 2027 Budget – Section III
The general rapporteur on the 2027 budget, Nils Ušakovs, will
present his draft report on the guidelines for the preparation of
next year’s budget, which aims to achieve a budget that delivers
for people, the economy and the planet. The draft report is
structured as follows:
strengthening Europe’s social model, safeguarding
fundamental values and fostering prosperity;
creating economic opportunities in the face of strategic
challenges;
Global Europe: acting today, preparing for tomorrow;
cross-cutting issues in the 2027 budget.
The exchange of views between Members of the BUDG
Committee will be followed by a second discussion, jointly with
Members of the CONT Committee and with the participation of
representatives of opinion-giving committees (Joint meeting of
the Standing Networks on Budget and Discharge).
