Workshop on “Unlocking the own resources debate”
The Budgetary Support Unit organises this workshop on own
resources.
A think tank paper originally commissioned by the PL Council
presidency serves as background document and scene setter for the
workshop: Balanced new own resources for the EU budget (p.123139), by Zsolt Darvas and Pascal Saint-Amans (Bruegel).
Three experts will share their insights:

2025 Budget: Section III – Commission
– DEC 8/2025 Transfer from Title 30 to Title 20 related to the
Luxembourg housing allowance – EUR 3.8 million in commitments
and payments
The purpose of DEC 08/2025 is to make available the appropriations
which were put in reserve to cover for the payment of the
Luxembourg housing allowance to be introduced for Commission
staff at the lower grades in Luxembourg. The housing allowance was
established with Commission Decision C(2025)1584 adopted on
18/03/2025. The budgetary allocation was already approved in the
context of the budgetary procedure 2025, but put under reserve,
pending the finalisation of the legal base.

– DEC 9/2025 Transfer to mobilise the European Globalisation Adjustment Fund for EGF 2025 technical
assistance – EUR 0.2 million in commitments and payments
The purpose is to transfer EUR 170 000 in commitment appropriations from the EGF reserve line, as well as
EUR 170 000 in payment appropriations from the EGF operational line to the EGF support expenditure line
to contribute to administrative and technical expenditure.
The presentation and Exchange of Views on this transfer will take place under the Agenda item on the EGF
on 5 June.
– DEC 10/2025 Transfer to mobilise the EUSF to provide assistance to Austria, Poland, the Czech Republic
and Slovakia, as well as Moldova and Bosnia and Herzegovina relating to floods occurred in 2024 – EUR
270.1 million in commitments and payments.
Following the floods which occurred in September and October 2024, the proposed transfer (DEC 10/2025)
will accompany the EUSF mobilisation to provide assistance to:

The purpose of this transfer request is to reinforce Item 2140
“Technical Equipment and Installations” by EUR 2 million. This
transfer is needed to ensure operational continuity of parliamentary
works relating to the installation of conference equipment in meeting
rooms in the SPINELLI, MADARIAGA, ZWEIG, and MARTENS
meeting capacity due to a rise in the number of political groups. The
transfer request also includes preparatory actions in the SPINELLI
building (EUR 500 000) ahead of the SPAAK renovation.
This transfer is made possible as a result of savings on item 1020
“Transitional Allowances” due to a lower number of outgoing Members at the end of the 9th legislature in
comparison with initial estimation.

INF2/2025
The purpose of this transfer amounting to EUR 438 000 is to ensure sufficient financial coverage for costs
for officials who have already been granted the benefit of Article 42(c) by a reinforcement of item 1220
“Allowances for staff retired or placed on leave in the interests of the service” of EUR 195 000. The transfer
is also needed to cover unanticipated costs for the onboarding of SUMMA and for staff training for the
implementation of ARES, as well as for increased costs of the HRT (Human Resources Transformation)
application, by a reinforcement of item 2100 “Purchase, servicing and maintenance of equipment and
software, and related work” of EUR 243 000.
This transfer of appropriations is possible due to availability of appropriations in item 1200 ” Remuneration
and allowances” due to a higher number of retirements and delays in recruitment of officials.
INF3/2025
The purpose of this transfer is to ensure sufficient financial coverage for maintenance and cleaning by a
reinforcement of item 2022 “Maintenance and cleaning” of EUR 161 090, as currently almost all the budget
has already been consumed.
This transfer of appropriations is possible due to availability of appropriations in items 238 ” Removal costs
and other administrative expenditure” (EUR 43 872) and 239 “Environmental support” (EUR 117 218).
INF4/2025
The purpose of this transfer is to ensure sufficient financial coverage for the rental of technical equipment
for external meetings and the purchase and integration of new equipment by a reinforcement of line 214
“Technical equipment and installations” of EUR 60 000.
This transfer of appropriations is possible due to availability of appropriations in item 2548 “Interpreting” due
to lower level of activity compared to previous years.

INF5/2025
The purpose of this transfer is to ensure sufficient financial coverage for the migration to European
Commission’s DIGIT web hosting with a higher level of cybersecurity but at an increased cost, by a
reinforcement of item 2602 “Publishing and promotion of publications” of EUR 46 000.
This transfer of appropriations is possible due to availability of appropriations in item 1200 “Remuneration
and allowances” due to a higher number of retirements and delays in recruitment of officials.

The purpose of this transfer request for a total of EUR 421 988 is to reinforce 7 budget items, including item
2007 “Fitting-out of premises” by EUR 140 000 and the activities of CoR members and political groups
following the start of the CoR’s 8th mandate by EUR 140 000 on several items.
This transfer is made possible due to estimated savings on several budget lines of a total of EUR 421 988,
including on item 1200 “Remuneration and Allowances” of EUR 363 600 due to higher vacancy rate and
absence of intermediary salary indexation in 2025.
Modification of establishment plan 2/2025
Transformation of two permanent AST posts from the CoR’s establishment plan under the 2025 budget
procedure into two permanent AD posts, and transformation of one permanent AD post into one temporary
AD post.

The project concerns the technical installations (ventilation and
electrical installations, radiation protection systems, and security
installations) of Wing M, which will be a fully self-sustaining building
aimed for nuclear research. The Wing M building is already
constructed; it has 3 floors, each 5 m high, complemented by a
technical construction on the roof for ventilation. The total surface of
the building is 6 440 m², of which half will be dedicated to laboratories where radioactive material will be
handled, and the remaining half dedicated to necessary technical, security and radiation protection-related
installations and a safe storage-room for radioactive materials.

– EC: Construction of an integrated entrance to the JRC research facilities in Petten, The Netherlands
(prior approval)
Members will vote on the prior approval for the realisation of an integrated entrance to the JRC Petten site
in the Netherlands.
The building project includes a new entrance reception and security control building, a guards’ house, two
canopies, external security measures and traffic elements (i.e. small parking space, round-about). The site
agreement with the Kingdom of the Netherlands includes an obligation by the European Commission to
adequately secure and protect the site.
The proposed project is not an addition to current buildings portfolio, but it will replace the existing facility
that was built to temporarily replace the old entrance building demolished in 2015 at the end of its lifespan.

– EEAS – Lease of offices for the EU Delegation to Turkey, Ankara (prior approval)
Members will vote on the proposed signature by EEAS of a new 15-year lease for office premises for the
Delegation of the European Union to Türkiye, in the building where it is currently situated, due to expiry of
the lease. The building project entails fitting out works and an internal reorganization on five contiguous
floors (from the 2nd to the 6th floor) in order to adjust the premises to the needs of the EU Delegation. The
net surface of the new configuration will be 5 183m² (6 465 m² gross).
The total estimated cost for the EEAS is EUR 43.79 million over 15 years, and revenues from co-location are
estimated at EUR 2.5 million for the whole period.

– EEAS – Purchase of the current premises of the EU Delegation to Brazil, Brasilia and its financing by a
loan (prior approval)
Members will vote on the proposed purchase by the EEAS of the currently leased office premises of the
Delegation to Brazil and its financing by a loan.
The lessors contacted the EEAS in January 2024 about their intention to sell the building and explored if the
EU was interested to make use of the provisions in Article XVI of the lease agreement, allowing for a possible
purchase of the leased premises, for an amount of EUR 18.1 million. The EEAS intends to finance this
purchase through a 20-year annuity loan at approximately 3.15% interest, for a total cost of EUR 24.7 million,
which is equivalent to 18 years of rent payments.

– European Securities and Markets Authority (ESMA) – Premises Optimisation: Lease Renegotiation (early
warning)
The European Securities and Markets Authority (ESMA) has informed the Committee on Budgets of their
building project to renegotiate the terms of the lease of its current building (‘iBox’), set to expire in
September 2028.
The objective of this project, is to secure financial savings starting in 2026 by reducing the rented surface
area and adapting the premises to new post-COVID work patterns. The projected rent for 2025 is EUR 5.35
million, which represents 6.2% of ESMA’s total budget.
ESMA currently occupies 9 132 m², comprising 5 927 m² of office space, 2 992 m² of meeting rooms and social
areas, and 213 m² dedicated to archives. All staff, including managers, have desks in an open space
environment.
The proposal is to release one office floor and one floor currently used for meetings, with the implementation
of flex desking and a reduction in the number of meeting rooms. This configuration is in line with projected
staff increases, and ensures that office needs are met while aligning space usage with actual occupancy
trends (50% less in person meetings, more telework).

Possibilities for simplification of cohesion funds
Managing authorities, intermediary bodies and beneficiaries continue
facing significant administrative burdens in the implementation of
balance between cutting red-tape and ensuring easier access to
funding on the one hand, and protecting the EU budget on the other
hand. The opinion from BUDG will contribute to report of the lead
committee, REGI.

Presentation of the Commission’s Draft Budget 2026 by
Piotr Serafin, Commissioner for Budget, Anti-Fraud and
Public Administration
Commissioner Piotr Serafin will present the Commission’s Draft
Budget for 2026 to the Committee on Budgets, thereby formally
launching the annual budgetary procedure pursuant to Article 314 of
the Treaty on the Functioning of the European Union (TFEU).
The Committee on Budgets has laid the groundwork. On the basis of
a proposal by the general rapporteur for Section III of the EU budget,
Andrzej Halicki (EPP, PL), Parliament adopted its guidelines for the
preparation of the 2026 budget on 2 April 2025.
The next stage is for the Council to adopt its position on the Draft
Budget, to which Parliament will respond, before the opening of the
conciliation period, which will take place in Autumn with a view to
finding a compromise.

Exchange of views with the Budget committee of the Ukrainian Parliament (Verkhovna Rada)
The BUDG committee will hold a third joint committee meeting with the Committee on Budgets of the
Verkhovna Rada, with Rada members participating remotely. The dialogue, aimed at discussing issues of joint
interest and strengthening cooperation between the two committees, was launched in the previous term
following Russia’s war of aggression.
The meeting will focus on budgetary matters. In particular, it will discuss Ukraine’s economic and budgetary
outlook for 2025 and 2026, its financing needs, and the role of international support. Other issues include
the minerals deal recently signed between Ukraine and the US, EU funded investments in Ukraine, including
on energy infrastructure, and EU funding provided under the Ukraine Facility and the Ukraine Loan
cooperation mechanism.

Exchange of views with Commission representatives on Social Climate Fund – State of
preparations
Following a request to be updated on the State of Preparations of the Social Climate Fund, the Committee
will hear a presentation from representatives of the European Commission’s DG BUDG and DG EMPL. This
exchange of views will provide an opportunity to discuss issues of common interest concerning the Social
Climate Fund (SCF), established under Regulation (EU) 2023/955 of 10 May 2023 for the period 2026 –
2032, to address potential social impacts arising from the introduction of the ETS2.
The presentations will focus on budgetary aspects related to the SCF – such as the integration into the
Multiannual Financial Framework or its connection to the ETS2 – as well as key issues related to the Fund’s
design and implementation. These may include the national Social Climate Plans outlining the Fund’s use,

which Member States must submit to the Commission in order to receive funding, and the measures and
compensation mechanisms foreseen by the Fund to protect the most vulnerable populations.

Proposal for a Council Regulation establishing the Security Action for Europe (SAFE) through
the reinforcement of the European defence industry instrument – Feedback from the
budgetary scrutiny procedure
On 19 March 2025, as part of the ReArm Europe Plan / Readiness 2030, the European Commission put
forward a proposal for a Council Regulation establishing the Security Action for Europe (SAFE) through the
reinforcement of the European Defence Industry Instrument. It aims at providing up to EUR 150 billion of
financial assistance to Member States in the form of loans backed by the Union budget and offering
advantageous financing terms due to the EU’s credit strength and market access. It will support the direct
acquisition of defence products or other products for defence purposes by means of common procurement
(with exceptions). Despite Parliament’s objections to the use of Article 122 TFEU as legal basis, the Council
adopted the Regulation on 27 May 2025.
Article 122 of the Treaty on the Functioning of the EU is indeed an emergency legal basis which makes it
possible for the Council to adopt “measures appropriate to the economic situation”, and potential “Union
financial assistance” without Parliament’s involvement. In order to address the discrepancy between
Parliament’s exclusion from the legislative process under Article 122 and its responsibility as budgetary
authority, the European Parliament had obtained from the Council and the Commission, at the time of the
MFF 2021-2027 negotiations, the signing of a joint declaration creating a “procedure of budgetary scrutiny”.
The joint declaration provides that, without prejudice to the powers of the Council under Article 122 TFEU, a
Joint Committee composed of representatives of the European Parliament and the Council, with the
Commission’s participation, will engage in a constructive dialogue with a view to seeking a joint
understanding of the budgetary implications of the envisaged legal act having due regard to the urgency of
the matter.
In the light of the potential appreciable budgetary implications of the SAFE instrument, a procedure of
budgetary scrutiny has been launched on that proposal, without prejudice to any other action that Parliament
may take in relation to the legal basis. A first budgetary scrutiny meeting took place on 8 April 2025. A second
and final meeting took place on 21 May 2025. Members who took part in the EP delegation to that meeting
(stemming from different committees) will report about it and share their conclusions from the budgetary
scrutiny procedure.

Amending Regulation (EU) 2021/1057 establishing the
European Social Fund + (ESF+) as regards specific measures
to address strategic challenges
This budgetary assessment analyses the budgetary aspects of the
proposal for amending Regulation (EU) 2021/1057 establishing the
European Social Fund + (ESF+) as regards specific measures to
address strategic challenges and whether the act provides for
sufficient financial and human resources. It also determines whether
the proposal is compatible with the Multiannual Financial Framework
and the corresponding interinstitutional agreement, as well as the
budgetary principles laid down in the Financial Regulation.
The proposal is budgetary neutral, with estimated financial impact of
partial frontloading of estimated payment appropriations of EUR 500
million in 2026, followed by lower payments in 2027, under
operational appropriations under Heading 2a. The proposal requires
additional human resources of EUR 376 000 per year, for two
establishment plan posts under Heading 7 for the period 2025-2027,
to be covered by redeployment.

budgetary assessment, underlining also that cohesion policy funds
will again be used as crisis response tool due to the lack of flexibility in the EU budget to cater for new

Amending Regulations (EU) 2021/1058 and (EU) 2021/1056
as regards specific measures to address strategic
challenges in the context of the mid-term review
This budgetary assessment analyses the budgetary aspects of the
proposal for a regulation amending Regulations (EU) 2021/1058 and
(EU) 2021/1056 as regards specific measures to address strategic
challenges in the context of the mid-term review and whether the act
provides for sufficient financial and human resources. It also
determines whether the proposal is compatible with the Multiannual
Financial Framework and the corresponding interinstitutional
agreement, as well as the budgetary principles laid down in the
Financial Regulation.
The proposal is budgetary neutral, with estimated financial impact of
of partial frontloading of estimated payment appropriations of EUR
3,5 billion in 2026, followed by lower payments in 2027, under
operational appropriations under Heading 2a. The proposal does not
require additional human resources.
The rapporteur, Ms Danuše Nerudová, will present her draft
budgetary assessment and refer to the budgetary implications
including on payments. Members of the Committee on Budgets will
hold an exchange of views.

Draft amending budget no 1 to the general budget 2025
entering the surplus of the financial year 2024
Presentation and Exchange of views on the rapporteur’s Draft Report
Following the presentation by the Commission of Amending Budget
N°1/2025 (DAB1) at the Committee meeting on 23 April 2025, the
rapporteur for B2025 will present his Draft Report.
The purpose of DAB1 is to enter in the 2025 budget the surplus
resulting from the implementation of the budget year 2024, in
accordance with Article 18(3) of the Financial Regulation. The
implementation of the budget of 2024 shows a surplus of
EUR 1.3 billion, which is therefore entered as revenue in the 2025
budget.

Mobilisation of the European Globalisation Adjustment
Fund for Displaced Workers – EGF/2025/000 TA 2025 Technical assistance at the initiative of the Commission
Members will consider the draft report prepared by Jean-Marc
Germain (S&D) on the European Commission’s proposal for a
decision to mobilise the European Globalisation Adjustment Fund for
Displaced Workers (EGF) for technical assistance at the initiative of
the Commission.
This yearly request from the Commission asks for the mobilisation of
170 000 EUR for 2025, which will be used for the EGF networking
seminar, information activities, maintenance of the electronic data
exchange system and monitoring of data.
The rapporteur proposes to support the requested mobilisation,
which corresponds to 0.49 % of the maximum annual budget available
for the EGF in 2025, which respects the ceiling of 0.5 % for technical
assistance foreseen in Article 11(1) of the EGF regulation.

Mobilisation of the European Union Solidarity Fund to
provide assistance to Austria, Poland, the Czech Republic,
Slovakia and Moldova relating to floods occurred in
September 2024 and Bosnia and Herzegovina relating to
floods occurred in October 2024
This decision covers the mobilisation of the European Union
Solidarity Fund (EUSF) in accordance with Council Regulation (EC)
to provide assistance to Austria, Poland, Czechia, Slovakia, Moldova
and Bosnia and Herzegovina in relation to the natural disaster (floods)
that took place in 2024, of which respectively:
Austria – floods: total amount of EUR 42,8 million including
an advance of EUR 10,7 million awarded on 17 February 2025.
Poland – floods: total amount of EUR 76 million. Poland did
not request the payment of an advance.
Czech Republic – floods: total amount of EUR 114 million. The
Czech Republic did not request the payment of an advance.
Slovakia – floods: total amount of EUR 2,1 million. Slovakia did
not request the payment of an advance.
Moldova – floods: total amount EUR 0,2 million. Moldova does
not qualify for the payment of an advance.
Bosnia and Herzegovina – floods: total amount of EUR 45,7
million. Bosnia and Herzegovina does not qualify for the
payment of an advance.

As an overall advance of EUR 10,7 million has been already paid, this mobilisation is accompanied by DEC No
Reserve line to the EUSF operational budget line, both in commitments and payments.
The rapporteur, Mr Halicki, will present his draft report underlining his support for the mobilisation of EUSF
to support the countries hit by the floods, and Members of BUDG will have an exchange of views.
