Plenary/
Israel/Gaza*. On /Wednesday/, MEPs will debate with Council and Commission representatives the EU’s response to the Israeli government’s plan to seize the Gaza Strip, and how to provide effective humanitarian support and secure the hostages’ release.
EU carbon leakage instrument*. MEPs will debate on /Wednesday,/ and vote on /Thursday,/ on changes to the EU’s carbon border adjustment mechanism (CBAM). The changes would reduce the administrative burden for small businesses and occasional importers, while still aligning with environmental targets, with 99% of CO2 emissions from iron, steel, aluminium and cement imports still covered by the mechanism.
Phasing out Russian energy imports*. MEPs, the Commission and the Council will discuss the Commission’s recent proposal to phase out Russian gas, nuclear energy and oil imports on /Wednesday/. The debate is also expected to touch on Nord Stream and the EU’s energy sovereignty.
Fertilisers from Russia and Belarus*. On /Thursday/, MEPs are set to approve new legislation imposing tariffs on fertilisers and increasing tariffs for agricultural products from Russia and Belarus that were not already subject to additional customs duties.
“Choose Europe for science”*. On /Thursday morning/, MEPs and Council and Commission representatives will explore ways to make Europe more attractive to scientists, following the Trump administration’s actions impacting US universities and academic freedom.
Single market strategy*. On /Wednesday/, MEPs and the Commission will discuss the new single market strategy, following its adoption by the College of Commissioners the same day.
President of Slovenia*. Nataša Pirc Musar, President of the Republic of Slovenia, will address plenary in a formal sitting after the opening of the session on /Wednesday/.
/Committees/
Manipulation of electoral processes.* Commissioner Michael McGrath will attend the Civil Liberties Committee for a debate on ways to address disinformation and algorithmic manipulation of electoral processes, following the latest developments on social media /(Tuesday)/.
2025 Daphne Caruana Galizia Prize for Journalism.* Parliament will launch the fifth edition of the Daphne Caruana Galizia Prize for Journalism. The prize, a tribute to the Maltese journalist assassinated in 2017, rewards outstanding journalism centred on EU principles and values /(Wednesday)./
Press briefing*. The European Parliament Press Service will hold a last-minute press briefing ahead of the 21 – 22 May plenary session at 14:30 on Wednesday in the Ana Politkovskaya press room.
President’s diary.* On /Sunday/ (18 May), EP President Metsola will attend the mass marking the beginning of the pontificate of His Holiness Pope Leo XIV in Rome. On /Tuesday/, she will meet the President of Czechia, Petr Pavel. On /Wednesday/, she will meet the President of Italy, Sergio Mattarella, after which she will join a meeting with political group leaders, and meet President of Slovenia Nataša Pirc Musar. On /Thursday/, she will be in Timișoara (Romania) to receive the Timisoara Award for European Values.
