Implementation report on the EU-UK Trade and Cooperation
Agreement

BUDG Members will vote on the draft opinion in the form of a letter to the
Adoption in BUDG: 30 August
implementation report on the EU-UK Trade and Cooperation Agreement. The
conditions and rules set out in the agreement are considered to constitute a
fair basis for UK participation in Union programmes and would help to ensure
the protection of the Union’s financial interests. Participation in programmes, including Erasmus+ and Horizon
Europe, would be highly beneficial to the long-term relationship of the EU and the UK.

2023 Transfers – Other Sections
– EESC INF 2/2023
The European Economic and Social Committee’s transfer request of EUR
314 240 aims at reinforcing budget item 2001 “Annual lease payments and
similar expenditure” due to rent indexation higher than estimated. This
transfer of appropriations is made possible as a result of estimated savings on
appropriations on item 1200 “Remuneration and allowances”.

The transfer request of EUR 42 769 aims at reinforcing budget item 3000
“Rents, charges and buildings expenditure“ due to rent indexation higher than
estimated. This transfer of appropriations is made possible as a result of
estimated savings on appropriations on item 3010 “Remuneration and
allowances”.

– EDPS: Establishment Plan
The EDPS requests the modification of its establishment plan under Article 53 of the Financial Regulation. A
permanent post AST9 is to be transformed into a permanent post AD9 without any additional cost for the year 2023,
in view of strengthening the internal governance mechanisms of the EDPS.

Building Policy
– EC Representation in Stockholm
Members will vote on the European Commission’s project to sign a lease
contract for a new House of Europe in Stockholm to accommodate the
European Commission Representation, together with the European
Parliament Liaison Office. The lease contract provides for an area of 849 m²
for the Commission and is to be concluded for a term of 10 years, with the
option to extend for further five years. The Commission would pay an annual
rent of EUR 601 547 and specific fit-out costs of EUR 722 022.

An early warning for this project was presented by the Commission to the
Committee on Budgets at its meeting of 31 August 2021. The European
Parliament, as the leading institution on this project, presented the House of Europe in Stockholm project to the
Budget Committee, and the EPLO lease contract was approved on 19 July 2023.

– EC: Occupation of a building of approximately 20.000 m² in the first
half of 2025
The Commission is considering occupying a building of approximately
20 000 m² in Brussels, starting in the first half of 2025. The draft usufruct
contract is expected to be submitted to the Committee on Budgets at the
latest in the first half of 2024.
– EMA: European Medicines Agency’s intention to sub-underlet part of
the London premises
The EMA building file has been withdrawn by the Agency.

– EEAS: Proposal for the lease of office premises for the EU Delegation to Australia
The European External Action Service (EEAS) will present a proposal for the lease of office premises for the European
Union Delegation to Australia in Canberra. The EEAS proposes to move the Delegation to temporary office premises
for a period of 5 years so that the EU premises can be renovated. A building file for approval to the Budgetary
Authority is expected to be submitted towards the end of 2023.

Mobilisation of the European Union Solidarity Fund to provide
assistance to Romania and Italy in relation to natural disasters
in 2022 and to Türkiye in relation to the earthquakes in
February 2023

Exchange of views: Autonomous transfers
Pursuant to Article 30(1)(a) of the Financial
Regulation (FinReg), the Commission may,
within its own section of the budget,
decide on the transfer of appropriations
within each chapter. Furthermore,
pursuant to Article 30(1)(c) of the FinReg,
the Commission may transfer operational
expenditure between the chapters within the same title up to 10% of the
appropriations for the financial year shown on the budget line from which
the transfer is made.

2023 Budget: Section III – Commission
– DEC 11/2023
The purpose of DEC 11/2023 is to release part of the 2023 reserve related to
the EU Sustainable Fisheries Partnership Agreements (SFPA) to reinforce the
operational line by EUR 3.5 million in commitment and in payment
appropriations, to honour the 2023 financial obligations resulting from
various international SFPA agreements.
This first and only release of the reserve for EU Fisheries Agreements in 2023
will use the remainig amount reserved for this purpose on the reserve line
following the proposal in DAB 3/2023 to cancel most of the appropriations
planned for this year under the SFPA reserve line (EUR 46.3 million), due to
delays in the negotiations with three third countries (namely Morocco, Liberia
and Solomon Islands).

Draft amending budget No 3/2023 of the European Union for
the financial year 2023 – Update of revenue (own resources) and
other technical adjustments including the set-up and financing
for 2023 of the new Defence Industrial Reinforcement
Instrument and of the European Chips Act – Consideration of the
draft report
Draft amending budget No 3/2023 is designed
to update the revenue side of the budget. It
also provides information on the updated UK
contribution. On the expenditure side, DAB
3/2023 entails various changes in relation to
ASAP and EDIRPA and the Chips Act, the
cancellation of amounts not needed on
account of delays in Fisheries Partnership Agreements, and a small
reinforcement of the budget of the European Data Protection Supervisor to
cover various charges relating to building facilities.
The net impact of DAB 3/2023 on expenditure amounts to an increase of EUR
54.8 million in commitment appropriations and a decrease of EUR 190.9
million in payment appropriations.

General budget of the European Union for the financial year
2024 – all sections – Presentation of the Working Document on
the Council position
The Council’s reading on the 2024 budget was
adopted by COREPER on 12 July 2023 and will
be submitted to the Council for approval.
Compared to the Commission’s Draft Budget
2023, the Council proposes cuts of EUR 771.9
million in commitments and EUR 514.6 million
in payments for the MFF Headings.
The general rapporteur for the 2024 Budget – Section III (Commission),
Siegried Mure?an, will present to the committee a working document
analysing the Council’s position and making an initial assessment in light of
Parliament’s priorities.
This working document and the debate among BUDG Members will
contribute to the preparation of Parliament’s reading, consisting of
budgetary amendments and the accompanying budgetary resolution,
scheduled for adoption at the October II plenary session.

Establishing the Ukraine Facility
The co-rapporteurs, Mr Gahler (AFET, EPP)
and Ms Gardiazábal (BUDG, S&D), will present
their draft report during the joint AFET-BUDG
meeting. The Ukraine Facility is part of a
package also containing the MFF targeted
revision and the STEP.
The Facility aims to provide a sustainable
financing framework to Ukraine until 2027, with up to 50 billion EUR in loans,
grants and budgetary guarantees. It will cover both Ukraine’s recovery and
reconstruction needs, with a clear link to the country’s EU accession path.
The draft report focuses on strengthening the proposal on the role of regions
in Ukraine, the role of the EP as well as aligning it with previously adopted
legislation in order to homogenise practices.

Interim report on the proposal for a mid-term revision of the
Multiannual Financial Framework 2021-2027 – Presentation of
the draft report
The Commission proposed on 20 June 2023 a targeted revision of the
multiannual financial framework (MFF) 2021-2027.
The MFF co-rapporteurs welcome the Commission’s proposal as a first step
in the right direction to ensure that the MFF can better address the
challenges linked to Russia’s war of aggression against Ukraine, safeguard
the Union’s strategic autonomy and sovereignty, and endow the Union with
adequate flexibility to respond to crises.

Role of tax policy in times of crisis
Valérie Hayer (Renew) will present her draft
opinion to the FISC own initiative report on the
“Role of tax policy in times of crisis”. In the draft
opinion, she highlights that the EU budget’s
framework and structure already include
stabilizing mechanism, such as multiannual
planning, long term investments and the GNIbased own resources as the balancing item.
The draft opinion further calls for for a portion of any potential revenue
generated by permanent taxation mechanisms set up at EU level to be
introduced as an own resource, in order to improve the stabilisation function of
the EU budget and to fund EU policies.

Exchange of views with the Budget committee of the Ukrainian Parliament (Verkhovna Rada)
The Committee on Budgets will hold a joint Exchange of Views with the Rada’s Budget
committee, with Rada members participating remotely. The purpose of this joint
meeting is to discuss issues of joint interest and to take cooperation between the two
committees a step forward. It is a follow-up to the BUDG hearing from April, in which
the Chair of the Rada’s Budget committee, Ms Roksolana Pidlasa, had participated.
The joint Exchange of Views will focus on budgetary matters. It will touch upon issues
such as the committees’ mandates and tasks, EU financial support for Ukraine,
Ukraine’s future financing needs, the implementation of Macro-Financial Assistance Plus as well as the Commission’s
recent proposal establishing a Ukraine Facility.
