The Library of Congress is accepting applications for Research Assistant/Assistant Data Analyst (Temporary Position), GS-05, GS-07, until May 11, 2023.
Summary
The Federal Research Division (FRD) has provided fee-based research and analysis services to U.S. Government agencies and programs since 1948, drawing on the vast resources available through the Library and other sources. FRD has a long-established reputation for utilizing a full range of primary materials, data, scholarly works, and other sources to provide impartial and comprehensive analysis across a broad spectrum of sensitive and non-sensitive domestic and international concerns.
Housed within the Library of Congress, FRD operates without appropriated funds on a cost-recovery basis. Maintaining objectivity and independence from business or political concerns is a critical aspect of mission integrity, allowing the division to work effectively across federal agencies and program offices.
FRD is offering an opportunity for a qualified individual to serve on a full- or part-time, 120 day appointment as a Research Assistant/Assistant Data Analyst. The Data Analyst will support research for a broad range of federal agencies.
Responsibilities
Under the direction of project managers and lead researchers, the selected candidate will support division data analysis efforts. Specifically, the appointment may require:
– Implementing solutions for cleaning, combining, analyzing, and displaying large and disparate datasets and unstructured data using the R programming language and/or Tableau.
– Using data management and analytical skills to create solutions and make recommendations to senior research staff.
– Troubleshooting issues with data aggregation, structure, and queries.
– Reviewing data inputs and outputs and ensuring accuracy of both.
– Making recommendations to improve processes and procedures related to data cleaning, analysis, and display.
– Creating reports and visualizations that can easily be interpreted and understood by researchers, project managers, and division leadership.
– Reviewing existing statistical datasets, study designs, and reported findings and determining research integrity, statistical validity, and practical significance of results.
– Documenting methodologies and clearly and concisely presenting findings to senior research staff.
– Implementing best practices in design and collection of information to ensure accuracy and validity of results.
– Contributing to written reports reflecting analytical findings.
– Supporting refinements to and expanding capabilities of internal data systems and processes.
In addition to data analysis-specific work, the selected candidate will also be expected to support general research requirements as needed. Specifically, the appointment may require:
– Using Library of Congress collections and open source materials in conducting research.
– Screening publications, electronic resources, and topics pertaining to a specialized field, in foreign and domestic arenas.
– Recommending suitable quantitative and qualitative research methodologies.
– Analyzing qualitative research findings in context of sophisticated conceptual frameworks.
– Preparing high-quality written products, including report-length documents and abstracts.
In addition, the Research Assistant/Assistant Data Analyst may perform other digitization work, including scanning documents, capturing metadata, and performing telephone-based survey interviews.

Educational Requirements
Candidates must have a bachelor’s degree in economics, political science, foreign area studies, healthcare, statistics, data analysis, public policy, or similar. Candidates with master’s degrees and/or experience in R and/or experience in Tableau and/or website development will be preferred.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
The desired start date for the temporary position is June 20, 2023.
