Tomorrow, Tuesday 6 December 2022, the European Court of Auditors (ECA) will publish a special report on the effectiveness of the 2016 Commission’s Action Plan aimed at fostering e-Government in the EU.
ABOUT THE AUDIT
Considering the increasing importance of digital services, as demonstrated by the COVID-19 pandemic, and the significant funding being allocated to digitalisation in general, this audit sheds light on the design of EU measures fostering e-Government and highlights impediments to their successful implementation.
The audit included a sample of five Member States: Denmark, Germany, Poland and Romania. The auditors also examined the situation across the EU with the same indicators used by the European Commission (the [e-Government Benchmark](https://digital-strategy.ec.europa.eu/en/library/egovernment-benchmark-2021) and the [Digital Economy and Society Index](https://digital-strategy.ec.europa.eu/en/policies/desi)) and noted that some countries (e.g. Hungary and Luxembourg) had advanced significantly more in the delivery of digital public services than others (e.g. Sweden and Germany).
Finally, the auditors also looked at the design of post-2020 actions to verify whether weaknesses have been addressed and lessons learnt from the 2016-2020 Action Plan have been taken into account.
ABOUT THE TOPIC
In 2016, the Commission adopted the EU e-Government Action Plan for 2016-2020. Its vision was to have open, efficient and inclusive public administrations and public institutions across the EU by 2020. It included 25 actions to be implemented by the Commission. The Action Plan did not have a dedicated budget, but was supported through different programmes and accompanying measures available to Member States.
