2026 Budget: Section III – Commission
– DEC 06/2026 (Emergency Aid Reserve)
In line with the relevant provisions in the MFF regulation, the
Commission presents to the European Parliament and the Council a
proposal for a transfer of appropriations from the Emergency Aid
Reserve (EAR) of EUR 325 million in commitments and payments to
the Humanitarian Aid (HUMA) budget line and of EUR 25 million in
commitments and payments to the Union Civil Protection Mechanism
(UCPM) budget line.

The purpose of the transfer request is to address the most urgent
humanitarian needs in relation to the following crises:
in Ukraine (EUR 100 million, of which EUR 75 million for HUMA and EUR 25 million for power
generators financed under UCPM);
in and around Sudan (EUR 124,5 million);
in and around Syria (EUR 67,5 million);
in and around Afghanistan (EUR 58 million).
This is the first EAR mobilisation of the year, representing 58.8% of the appropriations available for 2026,
leaving EUR 245 million available for further mobilisations throughout the year.
Members will hold an exchange of views. The vote is tentatively foreseen on 17 March.

Guidelines for the 2027 Budget – Section III
The Committee will vote on the report on the guidelines for the
preparation of next year’s Budget, drawn up by the general
rapporteur for the 2027 Budget, Nils Ušakovs (S&D).
The report sets out the Committee’s priorities going into the
procedure for adoption of the 2027 Budget, which aims at
delivering for people, the economy, the planet, while providing
investments for competitiveness. The budget will also have to
strengthen Europe’s social model, territorial cohesion and
security. This will have to be done taking into account strategic
challenges, both within the Union and globally. The report also
underlines that the 2027 Budget procedure, the last before the
end of the current MFF, will be marked by a general scarcity of
margins and flexibility, while having to ensure the financing of the
EURI repayment costs and the Ukraine Support Loan.
The guidelines are also intended to be a point of reference for the
EP position in the spring trilogue with the Commission and the
Council and in the further steps of the procedure.

Estimates of revenue and expenditure for the financial
year 2027 – Section I – European Parliament
A first exchange of views on Parliament’s estimates of revenue and
expenditure for 2027 took place on 26 February 2026 with Ms
Verheyen and Mr López, Vice-Presidents of the European Parliament
responsible for the budget, and with the Secretary-General Mr
Chiocchetti. Members will now hear from, and exchange views with,
the Directors-General of DG FINS, DG INLO, DG ITEC and DG COMM
about their priorities in the proposal.

The Recovery and Resilience Dialogue, which is held six times a year, is the mechanism by which the
European Parliament exercises democratic oversight over the implementation of the Recovery and
Resilience Facility (RRF) under the RRF Regulation. The latest briefing looks at absorption rates and
plan amendments, looking forward to what might happen in the event of reversals of milestones and
targets and considering how the RRF has shaped the National and Regional Partnership Plans
proposal.
