Long-term budget*
MEPs will debate the architecture and governance of the 2028-2034 multiannual financial framework (MFF) with Commission President Ursula von der Leyen and Danish Minister for European Affairs Marie Bjerre for the Council Presidency from around 16.30. Parliament set out its priorities for the next MFF in May, criticising the Commission’s plan for one national plan per Member State and calling for a structure that ensures transparency and parliamentary accountability, while involving regional and local authorities. A press conference with co-rapporteurs Siegfried Mureşan (EPP, Romania) [5] and Carla Tavares (S&D, Portugal) [6] is scheduled at 17.30.
EU climate law: 2040 target*
A short debate with Commissioner for Climate, Net Zero and Clean Growth Wopke Hoekstra on the framework for achieving climate neutrality by 2050 will start at around 18.00. A reduction of at least 55% in greenhouse gas emissions by 2030, compared with 1990 levels, is already a legally binding obligation under EU climate law. MEPs will vote on Thursday on whether to adopt a 2040 target of a 90% reduction in emissions, as proposed by Commission in July.
Asylum and migration*
In a debate from around 15.30, MEPs will discuss the next steps in implementing the migration and asylum pact, with Commissioner for Internal Affairs and Migration Magnus Brunner and Danish Minister Bjerre. Yesterday, the Commission tabled its first annual asylum and migration report, accompanied by a decision determining which member states are under “migratory pressure” and therefore eligible to access the solidarity pool when the Migration Pact enters into application in mid-2026. pool.
Shein scandal*
A debate with Commission Vice-President Roxana Mînzatu on protecting EU consumers from illegal products online will take place in the evening, in the wake of the public outcry in France over the controversial sale of “childlike” sex dolls, and weapons, on Shein’s online retail website. MEPs will vote on a resolution at the 24-27 November plenary session.
In brief*
Tenth anniversary of 13 November Paris terrorist attacks. *Just after the opening of the session at 15.00, MEPs will reflect on the deadly Islamist attacks on Paris ten years ago. There will be a short debate with one round of political group speakers.
Gender equality strategy 2025. *Ways to secure progress towards effective gender equality across Europe will be outlined by MEPs in a debate with Commission Vice-President Mînzatu from around 18.00. A report will be put to a plenary vote on Thursday.
Transnational repression of human rights defenders*. Ahead of a plenary vote tomorrow, MEPs will review Parliament’s first ever dedicated report on addressing the transnational repression of human rights defenders with Commission Vice-President Henna Virkkunen. A press conference with the rapporteur will take place at 16.00, before the debate in plenary.
