The Library of Congress is accepting applications for a Supervisory Information Technology Specialist (Chief, Enterprise Architecture), GS-15, until September 12, 2022.
Responsible for the overall management and direction of IT Enterprise Architecture (EA), including strategic and annual planning, budget, workforce planning and management, project planning and management, development of policy, and operational processes. Ensures the work of EA directly supports the mission and goals of OCIO and the Library. Establishes strategic and operational goals; develops, plans and implements strategies to achieve those goals; and is accountable for EA’s overall performance. Serves as COR for contract employees fulfilling services contracts, and for other projects and programs that require outside contractors. Ensures all contracting activities in EA adhere to Library of Congress policy. Sets priorities and directs the work of staff and contractors. Coordinates EA’s work with other OCIO directorates and Library service units. Represents EA at meetings with senior managers in OCIO and the Library of Congress. Writes management studies and reports and delivers formal briefings and presentations on topics and issues within the office’s purview. Manages the technical and financial resources allocated to the EA Office to achieve its goals, and ensures resources are aligned with mission requirements and needs. Identifies aspects of the office’s work that can be supported through the use of outside contracts, and oversees the acquisition and management of those contracts. Ensures contract requirements are met on-time, on-budget, and in accordance with specified terms and conditions.
