Eni starts production from Baleine Field in Côte d’Ivoire with its partner PETROCI
San Donato Milanese (Milan), 28 August 2023 – Eni has today started production of oil and gas from the Baleine Field, located in the waters offshore Côte d’Ivoire. This milestone comes less than two years after the discovery in September 2021 and less than a year and a half after the Final Investment Decision. This marks the first emissions-free – Scope 1 and 2 – production project in Africa.
Baleine currently stands as the largest hydrocarbon discovery in Ivorian sedimentary basin. The fast time-to-market was made possible through Eni’s phased development approach characteristic of recent projects, and along with its partner Petroci full collaboration. For the initial phase, production takes place through the Baleine FPSO, a refurbished and upgraded Floating Production Storage and Offloading unit capable of handling up to 15,000 bbl/d of oil and around 25 Mscf/d of associated gas. The start of Phase 2 is expected by the end of 2024 and will increase field production to 50,000 bbl/d of oil and approximately 70 Mscf/d of associated gas. The third development phase aims to elevate field production up to 150,000 bbl/d of oil and 200 Mscf/d of gas.
The entire gas production from the Baleine Field in this development phase and the subsequent ones will be delivered onshore through a newly constructed pipeline. This will enable the country to meet its domestic electricity market demands, facilitate energy access, and strengthen its role as a regional energy hub for neighboring countries.
The project leverages the best available technologies to minimize emissions. Residual emissions are offset through initiatives developed within the country, including supplying and distributing improved stoves to local communities, eliminating the need for wood or coal for cooking. The stove distribution program, initiated in 2022, is expected to reach over one million people in the next 6 years. Simultaneously, Eni has launched studies for Nature-Based Solutions projects covering 380,000 hectares of protected forests.
Eni’s CEO, Claudio Descalzi, remarked, “The first oil from Baleine is a milestone in Eni’s operations. Stemming from an extraordinary exploration success, we have achieved an industry-leading time-to-market of under 2 years from the declaration of commercial discovery. This outcome expresses the core principles of our strategy, encompassing Africa’s pioneering net-zero project, accelerated development, local gas supply, and the promotion of a just transition”.
In Côte d’Ivoire, Eni is engaged in a series of projects aligned with the Sustainable Development Goals (SDGs). Besides school refurbishment initiatives and workshops to enhance teacher skills benefiting around 8,500 students, a five-year agreement has been established with the Institut National Polytechnique Houphouët Boigny to train about 400 executives and technicians in the energy sector. Within the realm of community health, initiatives have been initiated to enhance access to healthcare services in 20 clinics located in vulnerable areas across different regions of the country. In the vocational training sphere, two projects have been launched for professional integration in the energy, automotive, and textile sectors, involving approximately 450 youths.
Eni’s presence in Côte d’Ivoire dates back to the 1960s with Agip Côte d’Ivoire. Eni re-entered the country in 2015 and currently holds interests in the CI-101 and CI-802 blocks – where the Baleine field extends – as well as in four other deep-water Ivorian blocks: CI-205, CI-501, CI-401, and CI-801, all with the same partner, Petroci Holding.

Eni avvia la produzione di Baleine in Costa d’Avorio con il partner PETROCI
San Donato Milanese (Milano), 28 agosto 2023 – Eni ha avviato oggi la produzione di olio e gas dal giacimento di Baleine, nelle acque profonde della Costa d’Avorio. Questo traguardo arriva a meno di due anni dalla scoperta nel settembre 2021, e a meno di un anno e mezzo dalla Decisione Finale di Investimento. Si tratta del primo progetto di produzione a emissioni zero – Scopo 1 e 2 – in Africa.
Baleine rappresenta ad oggi la più grande scoperta di idrocarburi nel bacino sedimentario della Costa d’Avorio. Il rapido time-to-market è stato possibile grazie allo sviluppo in fasi che caratterizza i recenti progetti di Eni e alla piena collaborazione del partner PETROCI. Per la prima fase, la produzione avviene attraverso la FPSO Baleine, un’unità di produzione e stoccaggio galleggiante (FPSO, Floating Production Storage and Offloading unit) ristrutturata e potenziata per consentirle di trattare fino a 15.000 bbl/d di olio e circa 25 Mscf/d di gas associato. L’avvio della fase 2 è previsto per la fine del 2024 e porterà la produzione del campo a 50.000 bbl/d di olio e circa 70 Mscf/d di gas associato. Con la terza fase di sviluppo si prevede di portare la produzione del campo a circa 150.000 bbl/d di petrolio e circa 200 Mscf/d.
Tutta la produzione di gas dal giacimento di Baleine, sia di questa fase di sviluppo che delle prossime, sarà consegnata a terra tramite un gasdotto di nuova costruzione e permetterà al Paese di soddisfare il mercato domestico di elettricità, consolidando l’accesso all’energia, e rafforzare il suo ruolo di hub energetico regionale per i Paesi confinanti.
ll progetto fa leva sulle migliori tecnologie disponibili per ridurre le emissioni. Quelle residue sono compensate attraverso iniziative sviluppate nel Paese, tra cui la fornitura e la distribuzione alle comunità locali di fornelli migliorati, che permettono di eliminare il consumo di legna o carbone in cucina. La distribuzione dei fornelli, avviata nel 2022, permetterà di raggiungere oltre un milione di persone nei prossimi 6 anni. In parallelo Eni ha avviato studi per progetti di Nature Based Solutions su 380.000 ettari di foreste protette.
L’Amministratore Delegato di Eni, Claudio Descalzi, ha commentato: “L’avvio di Baleine è una pietra miliare nelle attività di Eni. Partendo da uno straordinario successo esplorativo abbiamo raggiunto un time to market leader nel settore a meno di 2 anni dalla dichiarazione di scoperta commerciale. Questo risultato rappresenta i principi fondamentali della nostra strategia, che comprende il pionieristico progetto net-zero dell’Africa, lo sviluppo accelerato, la fornitura di gas al mercato locale e la promozione di una transizione giusta”.
In Costa d’Avorio Eni è impegnata in una serie di progetti mirati al conseguimento degli Obiettivi di Sviluppo Sostenibile (SDGs). Oltre ad interventi di riqualificazione nelle scuole e workshop per il rafforzamento delle competenze degli insegnanti, per una platea di 8500 studenti, è stato siglato con l’Institut National Polytechnique Houphouët Boigny un accordo quinquennale per formare circa 400 quadri e tecnici impegnati nel settore energetico. Nell’ambito del settore della salute delle comunità, sono state avviate iniziative per promuovere l’accesso a servizi sanitari in 20 cliniche situate in aree vulnerabili in diverse regioni del Paese. Nell’ambito vocational training sono stati avviati due progetti per l’inserimento professionale nei settori energia, automotive e tessile che coinvolgeranno circa 450 giovani.
La presenza di Eni in Costa d’Avorio risale agli anni ’60 con la società Agip Côte d’Ivoire. Nel 2015 Eni è rientrata nel Paese, e attualmente detiene partecipazioni nei blocchi CI-101 e CI-802 – sui quali si estende il giacimento di Baleine – oltre che in altri quattro blocchi nelle acque profonde ivoriane: CI-205, CI-501, CI-401 e CI-801, tutti con lo stesso partner Petroci Holding.
