“Strategic communication capacity” by EUR 418 000 to strengthen the resilience of the Union’s democratic

Building policy
Rapporteur:
Olivier Chastel (Renew)
– EP: External warehouse (early warning)
The Parliament has informed the Committee on Budgets of its
intention to launch a market prospection for an external warehouse in
the Brussels surroundings.
The Parliament has experienced a constant increase in storage needs
and the SPAAK renovation and the consequent need to increase
storage surface to accommodate the pieces of furniture currently
located in the building will only further increase these needs.
Shadow Rapporteurs:
Monika Hohlmeier (EPP)
Nils Ušakovs (S&D)
Angéline Furet (PfE)
Ruggero Razza (ECR)
Ignazio Marino (Greens/EFA)
(The Left)
Alexander Jungbluth (ESN)
The warehouse should be located within a maximum distance of 35 km
from Brussels and should have a net floor area of between 6 500 and 9
000 m2 as well as a small office space of between 150 and 200 m2.
The prior approval for this project should be submitted to the Budgetary Authority in the first half of 2026, if
the prospection and subsequent negotiations are successful.
– EP: Extension of KOHL current lease (prior approval)
Members of the BUDG Committee will vote to approve the Parliament’s project to extend the current
usufruct contract of the KOHL building.
The total rental cost amounts per year to EUR 12,52 million and would be subject to indexation. The extension
could be terminated earlier under certain conditions and a rent-free period of 3 months has been negotiated,
worth EUR 3,13 million.
5|Page
BUDG NEWSLETTER – ISSUE 18 – 2025
The KOHL building will continue to be occupied by several Directorates-General, with currently 1 223
workstations installed and a capacity for an increase to 1 448 workstations by optimising the office space. It
has a net floor area of 52 310 m2, of which 38 056 m2 are usable for workstations.
An early warning for this project was presented by the Parliament to the Committee on Budgets at its
meeting of 23 September 2024.
– EC – Extension of SPA-2 current lease (prior approval)
Members of the BUDG Committee will vote to approve the Commission’s project to extend the usufruct
contract of the SPA-2 building for a period of ten months. The total project cost amounts to EUR 4,85 million
(non-indexed).
The extension will allow for project studies and the obtaining of permits until September 2026, after which
the Commission intends to interrupt its occupancy of the SPA-2 building for renovation works to be carried
out by the owner of the building under their own responsibility. This extension will allow the continuity of DG
FISMA’s operations.
An early warning for this project was presented by the Commission to the Committee on Budgets at its
meeting of 13 October 2025.
– EC – New usufruct contract for SPA-2 (prior approval)
Members of the BUDG Committee will vote to approve the Commission’s project to occupy the SPA-2
building in the form of a new 15 years usufruct contract. The total rent over 15 years (non-indexed) amounts
to EUR 87 million and refurbishment works are estimated at EUR 38 million, out of which EUR 12 million will
be payable by the owner of the building.
The new usufruct contract will follow the end of renovation works carried out by the owner during which the
Commission intends to have interrupted its occupancy of the building. The building is foreseen to eventually
host both DG ECHO and DG HERA.
An early warning for this project was presented by the Commission to the Committee on Budgets at its
meeting of 23 September 2024.
– Frontex: Warsaw Spire B & Wronia 31 (prior approval)
Members of the BUDG Committee will vote to approve Frontex’s project to extend its current lease
agreements for the Warsaw Spire B and Wronia 31 buildings. The total rent amounts to EUR 113 million for
an extension of 3 years.
The buildings will continue to serve as sites for Frontex’s headquarters and will provide sufficient time for
the Agency to prepare for its 2029 relocation to the new permanent premises, for which the contract is
already in place.
This proposed extension is the planned consequence of the prior approval granted by the budgetary
authority for the permanent premises for which relocation is expected in 2029, which was granted and
discussed by the Committee on Budgets at its meeting of 29 January 2025.
– ESMA – Building project (prior approval)

BUDG NEWSLETTER – ISSUE 18 – 2025
Members of the BUDG Committee will vote to approve ESMA’s project to renegotiate the lease of its current
building named iBox ahead of its expiration term. The total project cost amounts to EUR 55 million until mid2035 included.
The iBox building will continue to serve as office space for ESMA staff and to provide meeting rooms and,
following the planned reduction of floors rented, could host approximately between 375 and 420
workstations depending on the arrangements put in place.
An early warning for this project was presented by ESMA to the Committee on Budgets at its meeting of 4
June 2025.

Exchange of views on the MFF Regulation, the Inter-institutional Agreement, and the Own
Resources Decision with Piotr Serafin, Commissioner for Budget, Anti-Fraud and Public
Administration
The Committee on Budgets will continue its analysis of the MFF package with an exchange of views on the
MFF Regulation, the Inter-Institutional Agreement on budgetary discipline, on cooperation in budgetary
matters and on sound financial management (IIA), and the Own Resources Decision with Piotr Serafin,
Commissioner for Budget, Anti-Fraud and Public Administration, in two differentiated slots:
14.30-15.30: MFF Regulation and IIA
The first part of the meeting will focus on the 2028-2034 MFF regulation and the IIA. Members will have the
opportunity to seek clarification on the overarching MFF regulation, which establishes overall ceilings,
margins, reserves and special instruments for EU spending. They will also discuss the IIA, which sets out rules
for cooperation between the European Parliament, the Council and the European Commission on budgetary
matters. This debate will inform the Committee’s ongoing work in preparation for the interim report on the
next MFF.
15.30-16.30: Own Resources Decision
The second part of the meeting will focus on the new proposal of the Own Resources Decision. The
Commission’s proposal introduces five new own resources (CORE, TEDOR, ETS1, CBAM, e-waste) alongside
adjustments to the current system (reduction of collection costs, abolition of correction mechanisms and
rebates, increase in call rates). It builds on the European Parliament’s established position and long call for
genuine and policy-linked own resources. In the current context of growing political priorities and
constrained national budgets, new own resources are required to enable both adequate funding for EU policy
and NGEU repayment, while strengthening the EU’s financial autonomy by reducing the predominance of
the GNI component. Beyond the own resources, the Commission suggests that resources other than own
resources (ETIAS proceeds, UCC handling fees, competition fines) should also become a source of general
revenue for the EU budget. The overall estimated annual additional revenue resulting from the new Own
Resources Decision would be around EUR 58.2 billion per year.

Gender budgeting in the new MFF: moving forward?
In the context of the European Parliament Gender Equality Week, the
Committee will hold an exchange of views with the following experts,
to discuss how gender budgeting is planned to evolve in the next MFF:
Standing Rapporteur:
Lucia Yar (Renew)
Substitute Rapporteur:
Franck Conrad, Head of Unit BUDG 01 – Budget performance,
coordination and communication, DG BUDG;
Nicolae Ștefănuță (Greens/
Marija Risteska – Gender Budget Expert, Regional Director of
the Gender Budget Watchdog Network;
Johann Seiwald – IMF Public Financial Management Consultant;
ex-Senior Budget Expert, Austrian Parliamentary Budget
Office;
Marion Böker – Director of Consultancy for Human rights and Gender Issues, expert on Gender
Budgeting.
In 2022, the Commission introduced a pilot methodology to track gender equality expenditure at programme
level. Parliament’s May 2025 resolution on the next MFF called for methodological improvements in tracking
gender-based spending. The Commission’s July 2025 proposal for a budget expenditure tracking and
performance framework regulation includes gender equality as a horizontal principle while certain
programmes have incorporated gender as a specific operational objective. Nevertheless, concerns persist
regarding progress in both gender budgeting and the broader monitoring of gender equality objectives.
Franck Conrad will provide a brief presentation of the proposal, highlighting the key differences compared
to the current framework and emphasizing the reasons why the Commission considers that gender
budgeting will be strengthened in the next MFF.
Marija Risteska will share her insights on the new design of the upcoming MFF proposal, particularly its overall
architecture and feasibility in ensuring gender-responsive budgeting across EU programmes, as well as
enhancing transparency and accountability, illustrated through practical examples.
Johann Seiwald, will present the Austria’s unique approach: since 2013, a comprehensive gender budgeting
process has been fully integrated into the federal budget, contributing to the achievement of specific gender
equality objectives.
Finally, Marion Böker will share her views on the importance of fully integrating gender-responsive budgeting
at the EU level.
The Budgetary Support Unit has prepared a briefing in preparation for the exchange of views.
