Interim report on the proposal for a mid-term revision of the
Multiannual Financial Framework 2021-2027
Members will vote on the draft interim report on the revision of the
multiannual financial framework (MFF) 2021-2027, in response to the
Commission proposals of 20 June 2023.
The MFF co-rapporteurs welcomed the Commission’s proposal as a first step
in the right direction to ensure that the MFF can better address the
challenges linked to Russia’s war of aggression against Ukraine, safeguard
the Union’s strategic autonomy and sovereignty, and endow the Union with
adequate flexibility to respond to crises. They proposed to increase the
ceiling of several headings and boost flexibility, as well as to set out a sound
solution for the EURI repayment costs (over and above the MFF ceilings).
The interim report is scheduled for consideration in plenary in the October I
session.

Mobilisation of the European Union Solidarity Fund to provide
assistance to Romania and Italy in relation to natural disasters
in 2022 and to Türkiye in relation to the earthquakes in
February 2023
The proposal for a decision to mobilise the EU Solidarity Fund would release
States and accession countries to deal with natural disasters and, since April
2020, public health emergencies.
(DEC 10/2023) from the Solidarity and Emergency Aid Reserve, which covers
the amount of assistance to be paid to the countries impacted minus roughly
inscribed in the general budget in accordance with Article 4a of Council
Regulation (EC) No 2012/2002 of 11 November 2002 establishing the EUSF.

The purpose of DEC 10/2023 is linked with the EUSF mobilisation decision
COM(2023)381 adopted by the Commission on 23 August 2023, to provide
assistance to Romania and Italy in relation to natural disasters which occurred
in 2022 and to Türkiye in relation to the earthquakes in February 2023.

The purpose of DEC 11/2023 is to release part of the 2023 reserve related to
the EU Sustainable Fisheries Partnership Agreements (SFPA) to reinforce the
appropriations, to honour the 2023 financial obligations resulting from
various international Sustainable Fisheries Partnership Agreements.
This first and only release of the reserve for EU Fisheries Agreements in 2023 will use the remaining amount reserved
for this purpose on the reserve line following the proposal in DAB 3/2023 to cancel most of the appropriations
countries (namely Morocco, Liberia and Solomon Islands).

Building Policy: Exchange of views:
– EC: Integrated entrance to the JRC research facilities in Petten, The
Netherlands
The European Commission intends to launch the construction of an
integrated entrance to the Joint Research Centre’s research facilities in
Petten, The Netherlands.
The project would consist of a total gross floor area above ground of 271 m²,
a parking of 600 m² as well as circulation areas of 1 558 m². According to the
provisional planning, the final project would be submitted for approval to the
Committee on Budgets in Q1, 2024.

2023 Budget: Section III – Commission: Exchange of views

cover the financial costs of an amicable settlement of court cases lodged by
local agents of the EU Delegation in Türkiye following the change of salary
grid from Euro to Turkish Lira and backwards into Euro in 2014 and 2019
respectively, resulting in a decrease in the Euro-denominated gross salaries
compared to the pre-2014 levels, due to the evolution of the Euro/Turkish
Lira exchange rate.

Proposal for a Council Decision amending Decision (EU,
Euratom) 2020/2053 on the system of own resources of the
European Union

draft consultative report on the
amended proposal for a Council
Decision
amending
Decision
2020/2053 on the system of own
resources of the European Union. This
proposal updates the proposal
2021/0430 on which the Parliament
previously delivered an opinion.
In their report, the co-rapporteurs welcome the Commission proposal which
takes onboard ideas from the EP resolution of 10 May 2023 on own resources:
a new start for EU finances, a new start for Europe. They call on the Council to
swiftly proceed with the adoption of the amended Own Resources Decision.
They also plead for lump-sum rebates on GNI contributions for some Member
States to be subject to an automatic annual 2% deflator.

Mission of the Committee on Budgets to Mozambique (23-28 July 2023) – Reporting back to the
Committee
José Manuel Fernandes (EPP) led a mission of the Committee on Budgets to
Maputo and Beira (Mozambique) to analyse and investigate the EU financial
assistance to Mozambique aimed at generating a resilient society and
promoting a stable economy through supporting job creation, fostering
rural competitiveness and better engaging the private sector.
Other Members participating were Robert Biedroń (S&D), Valérie Hayer
(Renew), Bogdan Rzońca (ECR) and Hervé Juvin (NI).
Members met with several ministries (Foreign Affairs, Education and human development, Economy), the Assembly
of the Republic and its Budget Committee, Member State development agencies, international development
agencies, trade unions, civil society, and project beneficiaries.

Expertise: New Framework Call for Tenders
The current framework contract for expertise in the field of EU budget, serving both BUDG and CONT, will expire in
April 2024.
In order to ensure business continuity for both the outgoing and new committees, the Policy Department for
Budgetary Affairs has launched a new procedure, again covering both BUDG and CONT areas of interest.
Deadline for submissions is 20 November 2023. These new framework contracts should then start in July 2024 and
run for 5 years, covering the entire 10th parliamentary term.
In accordance with the Financial Regulation, the contract notice has been published electronically, and all relevant
