Politique de cohésion de l’UE : le plus grand pont sur le Danube est ouvert à la circulation
L’un des plus grands projets financés par la politique de cohésion, le pont de Br?ila en Roumanie, est inauguré aujourd’hui. Il reliera les ports de la mer Noire et le delta du Danube au reste du pays et au [réseau transeuropéen de transport élargi](https://transport.ec.europa.eu/transport-themes/infrastructure-and-investment/trans-european-transport-network-ten-t_en). La contribution de l’UE à ce projet s’élève à 363 millions d’euros provenant des fonds de la politique de cohésion. Long de 2 km, à 38 mètres au-dessus de l’eau et à quatre voies, ce pont suspendu est le plus grand de Roumanie et le plus grand sur le Danube et, dans l’ensemble, le troisième plus grand pont suspendu de l’UE.
Le pont profitera grandement à la mobilité de la main-d’œuvre, au tourisme et au commerce, et renforcera les liens de la région avec le reste du pays. Le pont et certaines parties des routes d’accès sont opérationnels à ce jour, tandis que la construction des routes d’accès restantes devrait être finalisée d’ici la fin de 2023.
Le pont s’inscrit dans l’ensemble d’investissements financés par la politique de cohésion dans le réseau de transport roumain visant à promouvoir un système de transport multimodal, à fermer les liaisons manquantes et à améliorer la sécurité et la connectivité transfrontalière. Au cours de la période de programmation 2014-2020, la Roumanie a reçu au total plus de 24 milliards d’euros au titre de la politique de cohésion de l’UE. Au cours de la période actuelle 2021-2027, la Roumanie recevra 31 milliards d’euros des fonds de la politique de cohésion, dont 4,6 milliards d’euros pour les infrastructures de transport routier, ferroviaire et fluvial.

EU Cohesion Policy: Croatia received €1 billion in recovery support following the devastating earthquakes
Today, Croatia takes stock of its reconstruction efforts to recover from the damages following the devastating earthquakes of March and December 2020 in Zagreb, Petrinja, and the Sisak Moslavina county.
This recovery was supported by a total of €1 billion from the [EU Solidarity Fund](https://ec.europa.eu/regional_policy/funding/solidarity-fund_en) (EUSF), which was granted in two tranches in 2020 and 2021.
The earthquakes caused damage to around 26,000 buildings. Thanks to the EU support, Croatia could invest in the rapid reconstruction of infrastructure and schools, universities, hospitals, and cultural heritage sites. For example, the EUSF funded the reconstruction of Zagreb Cathedral, the Merkur Clinical, and Sisters of Charity hospitals, several faculties at the University of Zagreb, the Dr Ivan Merz primary school in Zagreb and the container settlements that were set up in the Sisak Moslavina county to provide temporary housing.
The EUSF is the main EU instrument for post-disaster recovery and an expression of EU solidarity. It supports Member States and accession countries by offering a financial contribution after severe natural disasters and, since 2020, major health emergencies.
Between 2002 and the end of 2022, the EUSF mobilised over €8.2 billion for interventions in 127 disaster events (107 natural disasters and 20 health emergencies) in 24 Member States, the UK (then a Member State) and 3 accession countries (Albania, Montenegro, and Serbia).

Commission report finds labour and skills shortages persist and looks at possible ways to tackle them
The Commission’s [Employment and Social Developments in Europe (ESDE) report 2023](https://ec.europa.eu/social/BlobServlet?docId=26989&langId=en) published today reveals that despite the impact of Russia’s invasion of Ukraine resulting in an economic slowdown in the second half of 2022, EU labour markets have demonstrated remarkable resilience in 2022. The EU economy grew by 3.5% in real terms in 2022. Employment rates were at a record high at 74.6% with 213.7 million people employed in 2022, and unemployment rates at a historic low at 6.2%.
However, the report also finds that challenges remain with a low labour market representation of certain groups, such as women or persons with a disability. Youth unemployment fell from 16.7% in 2021 to 14.5% in 2022, but remains a major challenge. In addition, companies face labour shortages and there is the need for both employers and workers to adapt to evolving skill needs, in the context of the green and digital transitions. As part of the [European Year of Skills](https://year-of-skills.europa.eu), the ESDE report puts a special focus on the analysis of labour shortages and skills gaps and lays out policies to address them.
For instance, the report finds that labour shortages exist in various sectors and occupations across all skills levels and are set to increase. At the same time, structural drivers contributing to persistent labour shortages vary by occupation and sector. Labour shortages in some occupations might also be exacerbated by evolving skills and employment needs due to the green and digital transitions. In the context of the green transition, for instance, the investment needs for retraining, reskilling, and upskilling in manufacturing of strategic net-zero technologies are estimated between €1.7 billion and €4.1 billion up to 2030.
To support Member States, the EU budget and NextGenerationEU provide €64.8 billion for skills measures, for instance through the [Recovery and Resilience Facility](https://commission.europa.eu/business-economy-euro/economic-recovery/recovery-and-resilience-facility_en), and the [European Social Fund Plus](https://ec.europa.eu/european-social-fund-plus/en). The Commission has also launched other initiatives, like the EU [Pact for Skills](https://pact-for-skills.ec.europa.eu/index_en), bringing together industry, social partners and training providers to tackle challenges in skills development. So far, [2 million people](https://ec.europa.eu/commission/presscorner/detail/en/ip_23_3060) have benefited from the Pact’s up-and re-skilling activities; 18 skills partnerships were launched, including in key sectors for the green and digital transitions, such as electronics, renewable energy and energy-intensive industries.

InvestEU: quatre nouveaux accords signés avec des sociétés d’investissement en Belgique pour mettre à disposition jusqu’à 608,5 millions d’euros de financements aux PME
Le Fonds européen d’investissement (FEI) a signé hier quatre nouveaux accords de garantie avec le groupe PMV, Wallonie Entreprendre et finance&invest.brussels, avec le soutien du [programme InvestEU](https://investeu.europa.eu/index_en). Les accords avec ces sociétés de promotion de l’investissement à l’échelle régionale en Belgique ont été signés en vue de mobiliser 608,5 millions d’euros de nouveaux financements à l’appui des petites et moyennes entreprises (PMEs) dans toute la Belgique, allant du microfinancement au financement de petites entreprises de taille intermédiaire.
Paolo Gentiloni, commissaire chargé de l’économie, a déclaré : « InvestEU est un instrument clé visant à apporter les financements nécessaires aux petites et moyennes entreprises dans toute l’Europe. Ces quatre accords amélioreront l’accessibilité financière pour les PME en Belgique, soulignant notre engagement en faveur de leur croissance et des possibilités de création d’emplois. Ils stimuleront le développement régional, renforceront la compétitivité, favoriseront l’innovation et appuieront l’emploi. »
Le [programme InvestEU](https://investeu.europa.eu/index_en) fournit à l’UE un financement à long terme en mobilisant des fonds privés et publics à l’appui des priorités stratégiques de l’UE. Dans le cadre du programme, le Fonds InvestEU est mis en œuvre par l’intermédiaire de partenaires financiers qui investiront dans des projets utilisant la garantie du budget de l’UE et mobiliseront ainsi au moins 372 milliards d’euros d’investissements supplémentaires.

EU innovation performance continues to improve at the national and regional level
The 2023 edition of the European Innovation Scoreboard and the bi-yearly edition of the Regional Innovation Scoreboardpublished today showcase that, despite the recent crises,EU Member States and their regions keep improving their innovation performance.
The European Innovation Scoreboard 2023 highlights a substantial improvement in the innovation performance of approximately 8.5% since 2016, confirming the EU’s commitment to fostering a culture of innovation. The innovation performance of 25 countries improved during this period, although at a slower pace in the more recent years, and that 20 Member States experienced a significant rise in their innovation capabilities over the past year, while only seven observed a decline. Nevertheless, countries with less strong innovation systems tend to improve less rapidly than the EU average.
The Regional Innovation Scoreboard also reports a rise in innovation performance for most of the regions in the EU since 2016. Even though innovative regions tend to be situated within the most innovative countries, some regional ‘pockets of excellence’ are found in countries with relatively lower innovation performance.
At the global level, the EU is still performing slightly better than China and is closing the performance gap with Australia, although the gap with Canada, the Republic of Korea, and the United States has expanded.

Aides d’État : la Commission autorise un régime d’aides français de 5 millions d’euros visant à soutenir les producteurs de pommes de terre dans le contexte de la guerre en Ukraine
Dans le cadre de ce régime, l’aide prendra la forme de subvention directe. Le régime vise à soutenir les producteurs de pommes de terre féculières fortement impactés par le contexte économique résultant de l’agression militaire de la Russie contre l’Ukraine.
La Commission a constaté que le régime français était conforme aux conditions énoncées dans l’encadrement temporaire de crise et de transition. Plus précisément, l’aide ne dépassera pas 250 000 euros par entreprise ; et ii) sera octroyée au plus tard le 31 décembre 2023. La Commission a conclu que le régime était nécessaire, approprié et proportionné pour remédier à une perturbation grave de l’économie d’un État membre, conformément à l’article 107, paragraphe 3, point b), du TFUE et aux conditions énoncées dans l’encadrement temporaire de crise et de transition. Sur cette base, la Commission a autorisé le régime en vertu des règles de l’UE en matière d’aides d’État.

REPowerEU: Commissioner Simson to visit pioneering hydrogen and CCUS projects in Belgium
In the morning, Commissioner Simson will visit Fluxys’ construction site for a hydrogen-ready pipeline that is planned to switch seamlessly from natural gas to hydrogen transport. The establishment of hydrogen corridors across the Union is part of the EU’s plans to decarbonise the industry and energy sectors set out in the [European Green Deal](https://commission.europa.eu/strategy-and-policy/priorities-2019-2024/european-green-deal_en). It will also help the EU phase out Russian fossil fuel imports completely, according to the [REPowerEU Plan](https://ec.europa.eu/commission/presscorner/detail/en/ip_22_3131).
Later in the day, the Commissioner will visit several projects for the production of renewable hydrogen and carbon capture usage and storage (CCUS) at the Port of Antwerp-Bruges. The visit comes as the Commission is collecting input from stakeholders and citizens for a new [EU strategy for the deployment of carbon capture, utilisation and storage](https://energy.ec.europa.eu/topics/oil-gas-and-coal/carbon-capture-storage-and-utilisation_en).
