Thank you, Mr. Vice President.

Thank you, Mr. High Commissioner, and Mr. Nouicer for your briefing. On behalf of the United States, I express today grave concern about the human rights and humanitarian situation in Sudan. The human toll of this conflict is devastating, and it merits this Council’s continued attention.

Reported attacks on civilians, gender-based violence, the seizure of private homes and businesses, and widespread looting must be fully investigated, and perpetrators held accountable.

We are alarmed by reported seizures of hospitals, attacks on civilian infrastructure, and potential use of child soldiers, mostly by the Rapid Support Forces and allied forces. We are also concerned about reports of indiscriminate aerial bombardments by the Sudanese Armed Forces, resulting in significant civilian casualties.

All parties to the conflict must fulfill their obligations under international humanitarian law. There must be full, safe, and unhindered humanitarian access so that the aid being pledged today, right next door, can reach those who desperately need it.

I reiterate Secretary Blinken’s statement in support of Sudanese civilian stakeholders to lead a political process to restore Sudan’s democratic transition and form a civilian government.

A democratic government led by civilians is best positioned to protect human rights. We stand with the people of Sudan who are working to achieve this aim.

Mr. Nouicer, how would you characterize the reports you are receiving about human rights violations and abuses in Sudan?
