Statement by U.S. Deputy Permanent Representative Benjamin Moeling

at the Joint Launch of the Revised Humanitarian Response Plan and the Regional Refugee Response Plan for Sudan

Thank you very much.  The United States remains deeply concerned as the clashes between the Sudanese Armed Forces and Rapid Support Forces continue into a second month, pushing Sudan and its citizens into an even deeper humanitarian crisis.  We all know the sobering statistics that reflect the devastation felt by those in Khartoum, the Darfur states, North Kordofan, and other areas affected by the continued violence.  This is in addition to the already staggering levels of humanitarian need and displacement that existed in Sudan prior to the conflict.    

We applaud the work of local actors who have responded to the emergency needs of their fellow Sudanese by delivering food, providing medical care, re-supplying hospitals, and supporting evacuations.  We also note our appreciation for the efforts of humanitarian workers who continue to scale up, as conditions allow, to aid communities in need.  We are saddened that several humanitarian staff members have tragically lost their lives in this conflict and honor their memory and commitment to serving others.  

We also extend our deep gratitude to Sudan’s neighbors, including Egypt, Chad, South Sudan, Ethiopia, and the Central African Republic and their citizens who continue to welcome Sudanese and other nationals who are leaving Sudan in search of safety.   

The United States welcomes the recent signing of the Declaration of Commitment to Protect Civilians in Sudan, recognizing the obligations of both sides under international humanitarian law and international human rights law and affirming the need to facilitate humanitarian action to meet the emergency needs of civilians.   

We are aware that fighting continues and humanitarian access to those in need continues to be impeded.  We join the international community in calling for the full, safe, unhindered, and sustained access to all in need.   

The United States remains committed to supporting the people of Sudan as the largest contributor of humanitarian assistance.  Since October 2022, the United States has provided nearly $305 million to support the operations of UNHCR, OCHA, UNFPA, other UN agencies, and international organizations in Sudan and neighboring countries to assist refugees and victims of conflict.  Funding from the United States supports life-saving food, nutrition, protection, and health assistance programs and can be used to respond to new needs, including those arising from the current conflict. 

Our colleagues from OCHA and UNHCR have outlined what they and partners need to respond to increased needs in Sudan and in the region.  We urge fellow donors to join us in reviewing these new proposals and considering additional resources to support.
