The meeting took place as part of preparations for the Government’s annual report to the State Duma.
Mikhail Mishustin’s opening remarks:
Mr Nechayev, colleagues.
The meetings that we traditionally hold before
the Government’s report to the State Duma are coming to an end. Today we have
to focus on issues that New People is paying close attention to. First of all,
these are issues related to Russian business, its undertakings, as well as the
promotion of private initiatives in our country.
In his Address to the Federal Assembly, the
President noted the importance of supporting entrepreneurs who invest in the
development of their business, and therefore in the development of their
country.
Given the complex conditions of external
restrictions in which the business community operates, we are required to have
maximum flexibility and operational tactics in making decisions. Here it is
very important that there is feedback from the business community, from
experts.
I would especially like to emphasise the
constructive position of your party’s deputies in approving the federal budget
and developing initiatives to integrate the new regions into Russia. As well
as the productive interaction that they have established with the Ministry of
Economic Development on a wide range of issues, including the improvement of
control and supervisory activities, the development of small and medium-sized
businesses, and a whole range of issues related to investment policy.
Separately, I would like to note the New People
party’s involvement in developing proposals for industrial mortgages. I mean
providing soft loans to enterprises at a rate of up to 5% per annum for up to
seven years to buy real estate, which is necessary to create new production
capacities. Moreover, for technology companies, the rate is even lower – up to
3% per annum. This instruction was given by the President following the St
Petersburg Economic Forum last year.
This programme enables our entrepreneurs to
quickly launch their own production in Russia, even with a fairly modest
budget.
We are working on expanding this programme. We
hope that your deputies will monitor how it is being implemented in the regions
and help with feedback from businesses that will work there one way or another.
