Despite nearly ten years of capacity building, Mali is arguably the least secure it has been in decades. Though U.S. security assistance is now completely restricted after a series of coups, years of efforts by the U.S., France, and other international partners have left the Malian people more vulnerable to civilian harm than at any time in recent memory.
