European Parliament resolution on the candidate status of Ukraine, the Republic of Moldova and Georgia
The European Parliament,
– having regard to its previous resolutions on Ukraine, Georgia and Moldova,
– having regard to the statement by the European Parliament’s leaders of 9 June 2022,
– having regard to Article 49 of the Treaty on European Union (TEU),
– having regard to the Association Agreements between the European Union and the European Atomic Energy Community and their Member States, of the one part, and Georgia, Moldova and Ukraine of the other part,
– having regard to the applications by Ukraine, Moldova and Georgia for EU membership,
– having regard to Rule 132(2) of its Rules of Procedure,
A. whereas Ukraine submitted its official EU membership application on 28 February 2022, followed by Georgia and Moldova on 3 March 2022;
B. whereas, in accordance with Article 49 TEU, any European state which respects the values referred to in Article 2 TEU and is committed to promoting them may apply to become a member of the Union;
C. whereas the applications come against the background of the Russian military aggression against Ukraine, which is unprecedented in modern European history and has seen war crimes amounting to genocide perpetrated against the Ukrainian population, as well as the continued occupation of parts of the territories of Georgia and Moldova;
D. whereas citizens of Ukraine, Moldova and Georgia have shown their determination to join the EU and deserve the same protection and prosperity as other peoples of Europe; whereas similar aspirations to live in a free, sovereign and democratic country are expressed by the majority of the people of Belarus who oppose the Russian-backed regime of Lukashenko;
1. Welcomes the applications of Ukraine, Georgia and Moldova and recognises such decisions as a continuation of the successful process of European integration and the fulfilment of the provisions of the association agreements; reiterates its call for the Council to immediately grant EU candidate status to Ukraine, Moldova and Georgia as clear political recognition of their commitment, in line with Article 49 TEU; underlines, moreover, that Ukraine, Georgia and Moldova have always been part of the European family and granting them candidate status would constitute another milestone in building a whole, undivided and free Europe;
2. Underlines that, in the face of the unprecedented military aggression by Russia and the stakes held by the Russian Federation in all three countries, granting candidate status would show the unwavering support of the European Union for the aspirations of the people of Ukraine, Moldova and Georgia and, in the medium and long term, provide an additional stimulus for continuation with democratic reforms;
3. Reiterates its firm and unwavering support for the independence, sovereignty and territorial integrity of Ukraine, Georgia and Moldova within their internationally recognised borders;
4. Instructs its President to forward this resolution to the Council, the Commission, the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the governments and parliaments of the Member States, and the governments and parliaments of Georgia, Moldova and Ukraine.
