Facilitating the financing of investments and reforms to
boost European competitiveness and creating a Capital
Markets Union (Draghi Report)
The Committee on Budgets is producing an opinion to the ECON
report on “Facilitating the financing of investments and reforms to
boost European competitiveness and creating a Capital Markets
Union (Draghi Report)”. Amendments have focused on the role of the
Union budget in promoting investment in the EU economy, including
the role of budgetary guarantees and financial instruments.

Business in Europe: Framework for Income Taxation
(BEFIT)
The rapporteur will present, and Members will have an exchange of
views on, the draft budgetary assessment of the proposal for a
Council directive on Business in Europe: Framework for Income
Taxation (BEFIT).
The draft budgetary assessment builds on the opinion in the form of
a letter under Rule 56 in the previous legislature and examines in
particular in how far the BEFIT initiative is compatible with the own
resources proposals of 2021 and 2023 and the related established
Parliament positions. The budgetary assessment will be provided to
the ECON/FISC committees who are preparing a report for a
consultative opinion on the Council directive in the context of the
Consultation procedure.

BUDG mission to Latvia – April 2025
Hélder Sousa Silva (EPP) led a mission of the
Committee on Budgets to Riga (Latvia) from 14 to
16 April 2025. The aim was to learn more about the
budgetary implications of enhancing the EU
preparedness, focusing in particular on defence
spending, in relation to recent geopolitical shifts.
As conflicts do not only materialise in
conventional forms but also through hybrid
threats, significant financial resources can be
required not only in defence spending but also
across various domains.

Other Members participating were Andrzej Halicki (EPP), Jean-Marc Germain (S&D), Nils Ušakovs (S&D),
Julien Sanchez (PfE), Tobiasz Bocheński (ECR) and Alexander Jungbluth (ESN). Roberts Zīle (ECR)
accompanied the mission.
Members met with the Latvian Parliament, the Minister of Defence, the Minister for Finance, the State Audit
Office, local representatives of the Latgale region, public and private actors involved in preparedness and
civil society.

2025 Budget: Section III – Commission
– DEC 6/2025
The Commission will present transfer DEC 6/2025. Following the
entry into force of the Reform and Growth Facility for the Republic of
Moldova, the Commission proposes to transfer EUR 40 million in
commitments and payments from the Macro-financial assistance
(MFA) grants line to the NDICI – GE Eastern Neighbourhood line to
partially contribute to the agreed financing of the Facility. As no MFA
operation with grant component is foreseen in 2025, the credits can
be made available.

– DEC 7/2025
The Commission will present the transfer proposal and Members will hold an exchange of views.
DEC 7/2025 will transfer an amount of EUR 21,6 million in commitments and payments from the budget line
for support expenditure for Ukraine to the operational line for Union accession assistance. The additional
funds will be used to further support Ukraine’s progressive alignment to the EU acquis with a view to future
EU membership, as well as the implementation of the Ukraine Plan, while strengthening the country’s
resilience and capacity to respond to the impacts generated by Russia’s war of aggression – including with
urgent repairs of energy infrastructure. In particular, funding will be channelled to project-based assistance
and will also possibly include actions supporting civil society, media and human rights actors.

– European Parliament (EP):
C4/2025
ensure the continued coverage of public transport costs in the
mobility scheme offered to staff across their working places in the
Member States, and to fund the cost of removals and handling work
for moves in 2025. To achieve these objectives, a transfer of
EUR 600 000 is required to budget item 1631 “Mobility” and of
EUR 645 000 to budget item 2370 “Removals”.

This transfer of appropriations is possible due to availability of
appropriations in items 2160 “Transport of Members, other persons
and goods” (EUR 400 000) and 2310 “Financial charges” (EUR 845 000).
– European Economic and Social Committee (EESC):
INF1/2025
The purpose of this transfer is to ensure sufficient financial coverage for the organisation of transport
services and to cover a deficit due to increased lease costs and fuel prices by a reinforcement of line 216
“Vehicles” of EUR 17 000.
This transfer of appropriations is possible due to availability of appropriations in items 2548 “Interpreting”
due to lower level of activity compared to previous years.
– European Data Protection Supervisor (EDPS):
n° 2/2025
The purpose of this transfer is to cover higher costs for building security and safety costs that have increased
due to the inflation by 16% by a reinforcement of line 3000 “Rent, charges and building expenditure” for
European Data Protection Board (EDPB) of EUR 16 500 and line 2000 “Rent, charges and building
expenditure” for EDPS of EUR 12 000.
This transfer of appropriations is possible due to availability of appropriations in items 3041 “Translation and
interpretation costs” for EDPB and 2013 “Translation and interpretation costs” for EDPS of the respective
amounts.

Building Policy
– EC: OIB – LOOM building (prior approval)
Members will vote on the European Commission project for the
occupation of the ‘LOOM’ building in the form of an 18 year usufruct
contract. The ‘LOOM’ building project entails a major renovation
which will bring together three existing buildings, Loi 44, Loi 52 and
J-27. The renovation will be undertaken by the current owner and the
building is expected to be occupied by the EC in April 2027. The
building will have a total surface area of 22 357 m², and the fitted-out
18 years.

Financial activities of the European Investment Bank –
annual report 2024
The BUDG Committee provides an opinion to the ECON
Committee’s report on Financial Activities of the European
Investment Bank (EIB). There are close links between the EU
budget’s expenditure instruments and the EIB. The budgetary
guarantees will continue to help “crowd in” additional investment
under programmes such as InvestEU in particular for projects with a
strong economic rationale and clear added value. The EIB group and
the EU budget thus “share risk” and achieve higher leverage.
