Use of industrial data: MEPs to determine position on draft rules for fair access
“This is Europe” debate with Lithuanian President Gitanas Naus?da
President of Lithuania Gitanas Naus?da will address plenary at 10.30 and share his views on Europe’s current situation, challenges, and future direction. Before the debate EP President Roberta Metsola and President Naus?da will hold a joint press point, at around 10.20.

Instability and protests in Israel, Georgia and Moldova
From around 17.00, in a debate with the EU’s diplomacy chief Josep Borrell, MEPs will assess the public backlash in Israel against the government’s plan to limit judicial independence. A debate on situation in Georgia after the government’s attempt to introduce a new “foreign influence” law will follow, along with a discussion about the growing concern over alleged Russian efforts to destabilize Moldova. Earlier, around 16.00, High Representative Borrell will also be subject to a round of questions about EU-US relations.
Question time: ensuring energy security for the next winter
At 15.00, MEPs will quiz Energy Commissioner Kadri Simson on the work to ensure EU energy security in 2023.
Energy performance of buildings: press conference after the vote
In brief
Assessing EU-UK relations and the Windsor deal. Three years after the UK left the EU, Parliament will assess the implementation of the rules governing the bilateral relation, including the recent Windsor Framework deal, with Commission Vice-President Šef?ovi?. They will vote on a resolution on Wednesday.
The Armenia-Azerbaijan conflicts and their relations with the EU. The situation in the South Caucasus and EU relations with Armenia and Azerbaijan will be the focus of a debate in the evening. Plenary will vote on two separate reports on Wednesday.
Raising minimum income levels to reduce poverty and exclusion. Starting around 14.00, MEPs will quiz Commissioner Schmit and Swedish Minister Roswall on encouraging member states to enhance their minimum income schemes to fight poverty and exclusion. Plenary will vote on a resolution on Wednesday.
Between 12.00 and 13.00, plenary will vote, among other files, on:
– three legal texts on reduction of greenhouse gas emission by member states, land use, land use change and forestry (LULUCF) and the revision of the Market Stability Reserve for the EU Emissions Trading System;
– requests for the waiver of the immunities of MEPs Ioannis Lagos (NI, EL) and Nicolaus Fest (ID, DE);
– aid to Belgium of the European Globalisation Adjustment Fund, and
– the 2021 annual report on the activities of the European Ombudsman.
