Boosting European defence*
>From around 10.00, MEPs and Commissioner Kubilius will discuss possible ways to strengthen European defence given the increasingly volatile international environment. These include strengthening military deterrence, supporting Ukraine and reinforcing Europe’s defence industrial capacity.
EU migration and asylum pact*
MEPs will vote at 12.30 on the first ever EU list of safe countries of origin for asylum seekers, plus new rules on when a non-EU country may be considered safe. The votes will be preceded by a short debate. A press conference will follow at 14.00.
EU 2040 climate target*. In an amendment to EU climate law, plenary will also vote on a 2040 greenhouse gas emission reduction target of 90% compared with 1990 levels, to achieve a climate neutral EU by 2050.
EU-Mercosur safeguard clause*. A mechanism to prevent imports from Brazil, Argentina, Paraguay and Uruguay from harming Europe’s agriculture sector will be put to a vote at 12.30. This safeguard could be triggered within the framework of the EU-Mercosur trade deal once it is in application.
President of the United Nations General Assembly, Annalena Baerbock*
Annalena Baerbock will address Parliament in a formal sitting at noon. Baerbock, who previously served as Germany’s Federal Minister for Foreign Affairs, was elected President of the UN General Assembly on 9 September 2025.
In brief*
Extreme weather events. *First on today’s agenda, at 9.00, MEPs and Commissioner Lahbib will discuss the EU’s response to recent extreme weather events in southern Europe.
Attacks on Ukraine*. From around 13.30, MEPs and the Commission will debate the attacks on the Ukrainian energy system causing a humanitarian crisis.
Cyberbullying*. Fighting cyberbullying is a Commission priority for the current mandate. At around 17.00 today, Commissioners Virkkunen and Micallef will present a brand new cyberbullying strategy to plenary.
Syria, Sudan and Congo*. In three separate evening debates, MEPs and the Commission will discuss the deeply disturbing situations in Syria, Sudan and Congo. Parliament will vote on a non-legislative resolution on Syria on Thursday.
Spain’s plan to regularise undocumented migrants*. From around 18.00, MEPs will debate Spain’s plan to regularise undocumented migrants and the implications for the Schengen area and EU migration rules, with Commissioner Brunner.
Media briefing on the housing crisis in Europe. *At 17.00 the Chair of Parliament’s Special Committee on the Housing Crisis, Irene Tinagli [13] (S&D, IT), and rapporteur Borja Giménez Larraz [14] (EPP, ES) will host a media briefing to discuss the committee’s recommendations and answer questions from journalists. Votes*
At noon, MEPs will vote, among others, on:
– new rules to support wine producers; – a request to fast-track an amendment to the current Multiannual Financial Framework to guarantee the financial assistance to Ukraine foreseen in the Ukraine Support Loan for 2026 and 2027; – the 2025 annual report on the activities of the European Central Bank (ECB); – the appointment of the vice-chair of the Supervisory Board of the ECB; – a first reading agreement on European Union designs.
