Openness and transparency: the Court of Justice of the European
Union is modernising its digital communication
The Court today launched three major new features to better inform the public and legal professionals:
a redesigned website, a modernised search engine and a new audiovisual platform at the service of
European citizens
This development forms part of the pursuit of a key objective: bringing European justice closer to the public,
increasing transparency around its activity and improving access to its case-law.
A redesigned website at the heart of the Court’s communications ecosystem
The new CVRIA website is the cornerstone of the Court’s communication on both its judicial and institutional
activity.
The complete overhaul which has been carried out is in line with the latest internet standards and covers
three areas: a user-centred information architecture, page design which facilitates navigation and meets
higher accessibility standards, and a comprehensive revision of the content in language which is clear and
understandable, including for a non-expert audience.
The new site offers multiple innovations which create a better experience for its users, wh ile bringing
together all the relevant documents which were already available in the previous version.
Furthermore, it is home to two elements which are central for access to information: the new search engine
InfoCuria and the Court’s audiovisual programme – the newly launched CVRIA Web TV.
An improved single search engine
The new search engine InfoCuria provides users with a clear, intuitive, and unified tool (covering ongoing
cases and decisions and Opinions, as well as the editorial content of the site), offering a modern solution for
exploring case-law databases. Its deployment will take place in two stages.
The first stage consists of the release today of an initial version which will allow searches to be carried out
based on an approach which is similar to the most commonly used online search engines, based on the full
text or the metadata of the documents. User -centred and more accessible, it includes a number of new
features (such as approximate search, Boolean operators, automatic suggestions and completions, faceted
search refinement, sorting by relevance and highlighted text) which facilitate its use and fast access to
information.
The second stage will consist in providing an advanced interface – currently under development – in order
to meet the specific needs of legal professionals. It will be deployed shortly and will allow for more targeted
searches, based on a multi-criteria search form, including in particular the source of a request for a
preliminary ruling, the types of proceedings, outcomes, the formation of the Court, the Advocate General, as
well as the Judge-Rapporteur. It should however be emphasised that the initial version already permits for

the refinement of search results with key words, through the multiple faceted filtering optio ns which are
provided.
CVRIA Web TV: inauguration of the Court’s new audiovisual platform
The new site includes a space entirely dedicated to a new feature: the audiovisual platform CVRIA Web TV.
The multilingual content which is broadcast there aims to improve the general public’s knowledge of the
institution, to increase the transparency of its functioning and activity and to provide audiovisual material
for the media.
The programming will be based around the judicial calendar: live broadcasts of the deli very of judgments
and Opinions, hearing briefings, streaming of hearings (with a delay), and short explanatory videos
produced by Members.
Besides the coverage of judicial news, three original programmes will be produced and broadcast regularly
on the platform:
La Cour des citoyens, an educational programme which explains the composition, the
competences and the mission of the Court, and illustrates through concrete examples the impact of
its decisions on the daily life of citizens;
Open Court, which gives the floor to Members of the institution, in the form of interviews
addressing a wide range of subjects, on the functioning of the Court or substantive issues;
Bright, an entertaining short-form programme illuminating in simple language the Court’s role in
areas of interest for citizens.
The programmes on CVRIA Web TV will be produced in official EU languages and subtitled in the other
official languages. They will also be posted on social media.
