Exchange of views on Institutions’ building policy:
European Parliament
Under the Financial Regulation, each Institution must submit a
working document on its buildings policy to both arms of the
budgetary authority. The exchange of views will be an opportunity for
Members of the Committee to receive updated information on, and
debate, the European Parliament’s building policy in the presence of
the Vice-Presidents of the European Parliament in charge of the
building policy, Mr Zīle and Mr López, and the Secretary-General, Mr
Chiocchetti.

Exchange of views on the Commission proposal for the
MFF 2028-2034

The Commission issued its package of proposals for the Multi-annual
Financial Framework 2028-2034 on 16 July. That included proposals

2025 Budget: Section III – Commission
– In-kind donation to the EU
The European Space Agency proposes to make an in-kind donation to
the Commission of the Telemetry, Tracking & Control station
(TTCF#5) located in Redu, Belgium. The Commission intends to
accept this donation, due to its relevance to the Galileo programme.
According to Article 25(2) of the Financial Regulation, such a donation
requires the authorisation of the European Parliament and of the
Council, since it involves a financial charge, including follow-up costs,

exceeding 10 % of the value of the donation. If no objection is made
by the European Parliament or the Council within two months, the
Commission will take a final decision regarding the acceptance of the
donation.
While the TTCF#5 station had an original value of EUR 14,6 million and will be transferred at no cost, an
estimated EUR 4,5 million will be required for refurbishment and integration into the EU owned Galileo
operational network. This cost, however, can be fully covered by existing funding from the EU Space
programme and will therefore not require any additional budget. Going forward, the donation will lead to
cost savings of around EUR 1,5 million per year.
The Commission will present the proposed donation.

The purpose of this transfer is to ensure the financing for 2025 of the
organisation of meetings of political groups outside the three places
of work by using the available appropriations of the contingency
reserve to reinforce budget item 3042 “Meetings, congresses,
conferences and delegations” with EUR 495 000.

Commission’s project to occupy the Arlon 53 building in the form of a
23-years usufruct contract in Brussels. The total non-indexed project

the Committee on Budgets at its meeting of 23 September 2024.
– EEAS: EU delegation offices in New York, USA (early warning)
The EEAS has informed the Committee on Budgets of its intention to
begin early prospection to identify suitable alternatives to its current
offices for the EU Delegation to the United Nations, in New York. The current lease ends in August 2028 but
the EEAS is moving forward due to the present market conditions, which may be advantageous.
A new building would provide the EU Delegation to the United Nations with more suitable spaces to work,
as the current offices lack functionality, representativeness and cannot adequately accommodate the
Delegation and its partners and are outdated, with mostly individual offices.
The prior approval for this project will be submitted to the Budgetary Authority in the first semester of 2026,
if the prospection is successful.

Draft amending budget no 2 to the general budget 2025 Update of revenue (own resources) and adjustments to
expenditure
DAB 2/2025 updates both the revenue and the expenditure side of the
budget. As regards the revenue side, the update takes into account the
latest developments as regards the updated own resources forecasts
for the 2025 budget, and the other revenues such as fines and the
United Kingdom contribution. As regards the expenditure side, DAB
2/2025 includes a reinforcement of payment appropriations for the
European Agricultural Fund for Rural Development (EAFRD), following
an acceleration of payment needs, and a few smaller reinforcements in
commitment and/or payment appropriations for budget lines in
Headings 3 and 4. Overall, the net impact of DAB 2/2025 on
expenditure amounts to an increase of EUR 3,3 million in commitment
and EUR 3,5 billion in payment appropriations.
At the meeting of 4 September, the rapporteur presented his draft
report. 18 Amendments have been tabled.

Amending Regulation (EU) 2021/691 as regards support to
workers affected by imminent job displacement in
enterprises undergoing restructuring
The aim of this proposal for amending the Regulation on the European
Globalisation Adjustment Fund for Displaced Worked (EGF) is to enable
the EGF to not only support displaced workers, but also workers
affected by imminent job displacement.
Besides broadening the scope of the EGF for a potentially wider range
of beneficiaries, the proposal also entails significant changes to the
procedure for mobilising the instrument.
The budgetary assessment examines, in particular, whether the
proposal is compatible with the multiannual financial framework and the
corresponding interinstitutional agreement, as well as the budgetary
principles laid down in the Financial Regulation. It will be provided to the
Committee on Employment and Social Affairs which is preparing a
report on the Commission’s proposal.
BUDG Members will vote on the draft budgetary assessment and the
amendments put forward by several Members.
