General budget of the European Union for the
financial year 2026 – all sections
The Council’s reading on the 2026 draft budget was
adopted by COREPER on 9 July 2025 and will be
submitted to the Council for approval.
Compared to the Commission’s Draft Budget 2026, the
Council cuts EUR 1 307.4 million in commitments and EUR

Draft amending budget no 2 to the general budget 2025 –
Rapporteur:
Update of revenue (own resources) and adjustments to
Victor Negrescu (S&D)
expenditure
The Committee will consider a draft report by the rapporteur on the
Draft Amending Budget (DAB) No 2 for the year 2025. DAB2/2025
updates both the revenue and the expenditure side of the budget.
As regards the revenue side, the update takes into account the latest
developments as regards:
‒ the updated own resources forecasts for the 2025 budget agreed
by the Advisory Committee on Own Resources (ACOR) on 26 May
2025. This update is typically presented shortly after the ACOR
forecast meeting, in line with the Member States’ expectations that
the ACOR updates are budgeted as soon as possible;
‒ the other revenues such as fines and the United Kingdom
contribution.
As regards the expenditure side, DAB 2/2025 includes the following
specific elements:

‒ a reinforcement of payment appropriations for the European
Agricultural Fund for Rural Development (EAFRD), following an
acceleration of payment needs. This is driven by Member States’
efforts to accelerate implementation of their CAP Strategic Plans for 2023-2027, while also finalising the
closure of the previous programming period (2014-2022);
‒ a few smaller reinforcements in commitment and/or payment appropriations for budget lines in Headings 3
and 4.
Overall, the net impact of DAB 2/2025 on expenditure amounts to an increase of EUR 3,3 million in
commitment and EUR 3,5 billion in payment appropriations.

2025 Budget: Section III – Commission
DEC 13/2025
Transfer 13/2025 concerns an amount of EUR 825 000 in commitment
and EUR 325 000 in payment appropriations from the reserve line to
the main operational line, specifically to cover the financial obligations
resulting from the Protocols implementing the Sustainable Fisheries
Partnership Agreements (SFPA) to be concluded with the Democratic
Republic of São Tomé and Príncipe (2025-2029).
Background: In line with point 20 of the Inter-Institutional Agreement
on the 2021-2027 Multiannual Financial Framework, amounts
provided for in the budget for new fisheries agreements or for the
renewal of fisheries agreements, which enter into force after 1
January of the financial year concerned, shall be included in reserve.

2025 Budget: Other Sections
CoR: INF 3/2025
This request from the Committee of the Regions (CoR) intends to
reinforce budget line 1004 “Travel and subsistence allowances,
attendance at meetings and associated expenditure” by EUR 850 000 to
cover the increase of travel expenses due to higher attendance rates at
CoR meetings.
This transfer is possible due to savings on several budget lines, in
particular line 1402 “Interpreting services” by EUR 750 000.

Mobilisation of the European Globalisation Adjustment
Fund for Displaced Workers following an application from
Belgium EGF/2025/001 BE/BelGaN
Members will consider the draft report prepared by Bogdan Rzońca
(ECR) on the European Commission’s proposal for a decision to
mobilise the European Globalisation Adjustment Fund for Displaced
Workers (EGF) to support 417 displaced workers of BelGaN, a
manufacturer of semiconductors for the automotive sector in East
Flanders, Belgium.
The EGF would contribute with the amount of EUR 931 690 to the
financing of personalised services for the workers.

Workers (EGF) to support 915 displaced workers of Goodyear, a
manufacturer of rubber and plastic products, especially tyres, in the
regions of Kassel and Darmstadt, Germany.

Amending Regulation (EU) 2021/691 as regards support to
workers affected by imminent job displacement in
enterprises undergoing restructuring
The aim of this proposal for amending the Regulation on the
European Globalisation Adjustment Fund for Displaced Worked
(EGF) is to enable the EGF to not only support displaced workers,
but also workers affected by imminent job displacement.
Besides broadening the scope of the EGF for a potentially wider
range of beneficiaries, the proposals also entail significant changes
to the procedure for mobilising the instrument.
The rapporteur will present the draft bugetary assessement of this
proposal, highlighting in particular the challenges it presents to the
prerogatives of the Budgetary Authority.
