General budget of the European Union for the financial year
2026 – all sections
On 4 June 2025, the Commission adopted its statement of estimates
for the year 2026 and presented it to the Members of the Committee
on Budgets. The consolidated Draft Budget 2026 was formally
adopted on 9 July 2025.
The general rapporteur for the Budget 2026 – Section III

2025 Budget: Other Sections
– European Parliament (EP):
• C6/2025
The purpose of this transfer proposal is to ensure operational continuity
of DG ITEC for IT cybersecurity and infrastructure management. The
transfer seeks to reinforce item 2100 “IT governance and cyber security”
by EUR 538 500 for the acquisition of a licence module and for the
renewal of JAMF software licences, and item 2102 “Infrastructure and
of the Microsoft licence agreement and increased spending for Cloud
Brokering services.
This transfer is made possible due to usage of appropriations under

This transfer intends to reinforce item 1652 “Restaurant and canteens” for an amount of EUR 32 000. The
reinforcement is needed for the replacement of a broken professional utensil washing machine.
This increase is possible due to savings in item 1404 “In-service training and staff exchanges” due to a lower
number of SNE’s than planned (EUR 32 000).
• V/INF-02/C/25
This transfer intends to reinforce item 2008 “Studies and technical assistance in connection with building
projects” for EUR 35 000. The reinforcement is needed to cover the price adjustment of the assistance
contract for the K2 building renovation works (roof and -1 Floor).
This increase is possible due to savings in item 2028 “Insurance” (EUR 25 000) and item 2570 “Interpretation
costs” (EUR 10 000).
• V/INF-03/T/25
This transfer intends to reinforce item 2022 “Cleaning and maintenance” for an amount of EUR 300 000. The
reinforcement is needed to cover the unexpected replacement of a chiller unit in K3 for an estimated cost of
EUR 200 000 and the price increase of the new contract for Heating, Ventilation and Air Conditioning (HVAC)
of EUR 100 000.
This increase is possible due to savings in item 1200 “Remunerations and allowances” (EUR 200 000) and in
item 1400 “Other staff” (EUR 100 000), linked to a temporary higher vacancy rate.
• V/INF-04/A/25
This transfer intends to reinforce item 2380 “Other administrative expenditure” for an amount of EUR 50 000.
The reinforcement is needed to cover the costs of the contractual services of the logistic team.
This increase is possible due to savings in item 2320 “Legal expenses” (EUR 50 000).
• V/INF-05/C/25
This transfer intends to reinforce item 2720 “Documentation, library and archiving expenditure” for an
amount of EUR 172 000. The reinforcement is needed to cover the Orbis database contract.
This increase is possible due to savings in item 2741 “Publications of a general nature” (EUR 100 000) and
item 2570 “Interpretation costs” (EUR 72 000).

– European Economic and Social Committee (EESC):
• INF6/2025
The purpose of this transfer request is to reinforce item 162 “Missions” by EUR 50 000 to cover the additional
costs resulting from an increase in the daily subsistence allowance and maximum hotel allowance.
This transfer is made possible due to estimated savings on item 1420 “Supplementary services for the
translation service and translation and outsourcing-related tools” of the same amount.
– European Ombudsman (EO):
• Nr 1/2025
This transfer intends to reinforce four items for a total amount of EUR 158 000, including item 2100 “Purchase,
servicing and maintenance of equipment and software, and related work” by EUR 63 000 to address the
significant increase in the cost of Microsoft licences and to replace older IT equipment, and item 232 “Support
for activities” by EUR 60 000 for accessing the Commission’s GPT@EC pilot project on AI and for the annual
licence costs.
This increase is possible due to savings in three items, in particular item 231 “Translation and interpretation”
(EUR 125 000) due to the successful integration of AI into the translation process.

• Modification of establishment plan nr.2/2025
This request intends to upgrade a permanent post AST-SC 6 to AST 5.

Building Policy
– EC – Dublin representation (prior approval)
Members will assess the request for prior approval of the co-location and
purchase option of offices for the EC Representation in Europe House
on Chatham Street in Dublin, Ireland. The EC Representation will occupy
695 m2 of office space, and a 60% share of the common areas and
conference facilities, totalling 925 m² of the total 2 086 m2 of the building
purchased by the EP.

The financial contribution from the EC to the EP for the co-location and
purchase option of the EC Representation in Dublin will be made through
annual financial contributions of EUR 492 344 for a period of 35 years.
This amount shall remain fixed for a period of 35 years without
indexation, and the first annuity shall be due in 2026.

Once the EC has made all the scheduled financial contributions to the EP, the EC has the possibility to
officially request from the EP to become co-owner of the building, for the equivalent of 40% of the building.

Business in Europe: Framework for Income Taxation (BEFIT)
The budgetary assessment builds on the opinion in the form of a
letter under Rule 56 in the previous legislature and examines in
particular how far the BEFIT initiative is compatible with the own
resources proposals of 2021 and 2023 and the related established
Parliament positions. It will be provided to the ECON/FISC
committees who are preparing a report for a consultative opinion on
the Council directive in the context of the Consultation procedure.

Protocol (2025–2029) on the implementation of the
Fisheries Partnership Agreement between the Republic of
Côte d’Ivoire and the European Community
Members of the Committee on Budgets will vote on the draft
budgetary assessment of the Fisheries Partnership Agreement with
Côte d’Ivoire.
The financial contribution from the EU budget for the entire duration

Draft amending budget no 2 to the general budget 2025 Update of revenue (own resources) and adjustments to
expenditure
The Commission will present its proposal for the Draft Amending Budget
(DAB) No 2 for the year 2025. DAB2/2025 updates both the revenue and
the expenditure side of the budget.

As regards the revenue side, the update takes into account the latest
(Greens/EFA)
developments as regards:

• the updated own resources forecasts for the 2025 budget agreed

by the Advisory Committee on Own Resources (ACOR) on 26
May 2025. This update is typically presented shortly after the
ACOR forecast meeting, in line with the Member States’
expectations that the ACOR updates are budgeted as soon as
possible;
• the other revenues such as fines and the United Kingdom contribution.
As regards the expenditure side, DAB 2/2025 includes the following specific elements:
• a reinforcement of payment appropriations for the European Agricultural Fund for Rural
Development (EAFRD), following an acceleration of payment needs. This is driven by Member States’
efforts to accelerate implementation of their CAP Strategic Plans for 2023-2027, while also finalising
the closure of the previous programming period (2014-2022);
• a reinforcement in commitment appropriations for the Customs programme in Heading 1, to support
the implementation of new political initiatives in the field of centralised custom systems, and a
reinforcement in commitment appropriations for the Carbon Border Adjustment Mechanism
(CBAM) in Heading 3, linked to IT investments to deliver on the simplification measures proposed
by the Commission in February 2025. These reinforcements will be compensated by an equivalent
reduction in commitment appropriations from the Customs Control Equipment Instrument (CCEI)
in Heading 4;

a reinforcement in commitment and payment appropriations of the Economic and Monetary Union
budget line as a result of the additional needs linked to the preparations of Bulgaria joining the euro
area, with the aim of co-financing euro related communication activities in Bulgaria;
a frontloading from 2026 to 2025 of a number of posts in the establishment plan of the Anti-Money
Laundering Authority (AMLA) to allow this newly created agency to start recruitments without
impact on the level of the contribution from the EU budget.
Overall, the net impact of DAB 2/2025 on expenditure amounts to an increase of EUR 3,3 million in
commitment and EUR 3,5 billion in payment appropriations.

BUDG mission to Montenegro – May 2025
The mission of the committee on Budgets to Montenegro took place from May 26 to May 28 2025 and was
led by Johan Van Overtveldt (Chair, ECR). The main objectives of the mission were to look into the
implementation of the Reform and Growth Facility for the Western Balkans as well as the implementation of
pre-accession support and related EU-funded projects. Montenegro’s preparations for joining the EU and
the potential budgetary implications for the post-2027 Multi-Annual Financial Framework (MFF) were also
of key interest.
Other members participating were Karlo Ressler (EPP), Hélder Sousa Silva (EPP), Jean-Marc Germain (S&D),
Carla Tavares (S&D), Angéline Furet (PfE), Tomasz Buczek (PfE) Michele Picaro (ECR) and Kai Tegethoff
(Greens/EFA). Thomas Waitz (Greens/EFA), the Chair of the EP Delegation to the EU-Montenegro
Stabilisation and Association Parliamentary Committee, also participated in some of the meetings.
Members met with the EU ambassador, representatives of international financing institutions, the Minister
for European Integration, Montenegro’s Chief Negotiator to the EU, the State Secretary for Finance,
members of parliamentary committees, and civil society organisations.
Members also visited several EU-funded projects, including a substation of the Trans-Balkan Electricity
Corridor, a recently renovated school in Podgorica and penitentiary facilities.

Commission proposals on the Multi-annual Financial
Framework beyond 2027 and Own Resources Presentation by Piotr Serafin, Commissioner for Budget,
Anti-Fraud and Public Administration
The Commission will issue its package of proposals for the Multiannual Financial Framework beyond 2027 on 16 July. That will include
proposals for a new MFF regulation, to amend the Own Resources
Decision and to amend the Inter-institutional Agreement on
budgetary discipline, together with a proposal for a Performance
Regulation. At the same time, the Commission will issue various
sectoral proposals, with a second batch to be published in
September.
