Building Policy
– EC – Construction of an integrated entrance to the JRC’s research
facilities in Petten, The Netherlands (prior approval)
Members will vote on the prior approval for the realisation of an
integrated entrance to the JRC Petten site in the Netherlands.
The building project includes a new entrance reception and security
control building, a guards’ house, two canopies, external security
measures and traffic elements (i.e. small parking space, round-about).
The site agreement with the Kingdom of the Netherlands includes an
obligation by the European Commission to adequately secure and
protect the site.

The proposed project is not an addition to the current buildings portfolio, but it will replace the existing
facility that was built to temporarily replace the old entrance building demolished in 2015 at the end of its
lifespan.

– EC – Dublin representation (prior approval)
Members will assess the request for prior approval of the co-location and purchase option of offices for the
EC Representation in Europe House on Chatham Street in Dublin, Ireland. The EC Representation will occupy
695 m2 of office space, and a 60% share of the common areas and conference facilities, totalling 925 m² of
the total 2 086 m2 of the building purchased by the EP.
The financial contribution from the EC to the EP for the co-location and purchase option of the
EC Representation in Dublin will be made through annual financial contributions of EUR 492 344 for a period
of 35 years. This amount shall remain fixed for a period of 35 years without indexation, and the first annuity
shall be due in 2026.
Once the EC has made all the scheduled financial contributions to the EP, the EC has the possibility to
officially request from the EP to become co-owner of the building, for the equivalent of 40% of the building.
The EP undertakes to accept such a request.
Members of the Committee on Budgets of the 9th Term adopted the EP purchase of Europe House in Dublin
on 22 June 2021.
– EEAS – EU delegation offices in Türkiye (prior approval)
Members will vote on the proposed signature by EEAS of a new 15-year lease for office premises for the
Delegation of the European Union to Türkiye, in the building where it is currently situated, due to expiry of
the lease. The building project entails fitting out works and an internal reorganization on five contiguous
floors (from the 2nd to the 6th floor) in order to adjust the premises to the needs of the EU Delegation. The
net surface of the new configuration will be 5 183m² (6 465 m² gross).
The total estimated cost for the EEAS is EUR 43.79 million over 15 years, and revenues from co-location are
estimated at EUR 2.5 million for the whole period.
An exchange of views on the early information concerning this project took place in the Committee on
Budgets on 16 January 2025.
– EEAS – Premises of the delegation of the European Union in Brasilia, Brazil (prior approval)
Members will vote on the proposed purchase by the EEAS of the currently leased office premises of the
Delegation to Brazil and its financing by a loan.
The lessors contacted the EEAS in January 2024 about their intention to sell the building and explored if the
EU was interested to make use of the provisions in Article XVI of the lease agreement, allowing for a possible
purchase of the leased premises, for an amount of EUR 18.1 million. The EEAS intends to finance this
purchase through a 20-year annuity loan at approximately 3.15% interest, for a total cost of EUR 24.7 million,
which is equivalent to 18 years of rent payments.

Budgets on 16 January 2025.

Draft amending budget no 1 to the general budget 2025
entering the surplus of the financial year 2024
The purpose of DAB1 is to enter in the 2025 budget the surplus
resulting from the implementation of the budget year 2024, in
accordance with Article 18(3) of the Financial Regulation. The
implementation of the budget of 2024 shows a surplus of
EUR 1.3 billion, which is therefore to be entered as revenue in the
2025 budget.
Following the presentation by the Commission of Amending Budget
N°1/2025 (DAB1) at the Committee meeting on 23 April 2025, the
rapporteur for B2025 presented his Draft Report at the meeting on
5 June. Members have tabled 22 Amendments. The Council has
approved the DAB.

Mobilisation of the European Globalisation Adjustment
Fund for Displaced Workers – EGF/2025/000 TA 2025 Technical assistance at the initiative of the Commission
Members of the BUDG Committee will consider the draft report
prepared by Jean-Marc Germain (S&D) on the European
Commission’s proposal for a decision to mobilise the European
Globalisation Adjustment Fund for Displaced Workers (EGF) for
technical assistance 2025 at the initiative of the Commission.
The rapporteur proposes to support the proposed mobilisation of
EUR 170 000 to cover a) administrative expenditure related to the
meetings of the Expert Group of Contact Persons of the EGF, a
networking seminar and information activities; b) technical
expenditure related to the maintenance and update of an electronic
data exchange system and monitoring and gathering of data on the
treatment of application files.
The proposed mobilisation corresponds to 0.49% of the maximum
annual budget available for the EGF in 2025, which respects the
ceiling of 0.5% for technical assistance foreseen in Article 11(1) of the
EGF regulation.

Mobilisation of the European Union Solidarity Fund to
provide assistance to Austria, Poland, the Czech Republic,
Slovakia and Moldova relating to floods occurred in
September 2024 and Bosnia and Herzegovina relating to
floods occurred in October 2024
Members will vote on the mobilisation of the European Union
Solidarity Fund (EUSF) for floods occurred in 2024 for an amount of
Austria: total amount of EUR 42,8 million including an
advance of EUR 10,7 million awarded on 17 February
2025;
Poland: total amount of EUR 76 million. Poland did not
request the payment of an advance;
Czech Republic: total amount of EUR 114 million. The
Czech Republic did not request the payment of an
advance;
Slovakia: total amount of EUR 2,1 million. Slovakia did not
request the payment of an advance;
Moldova: total amount EUR 0,2 million. Moldova does not
qualify for the payment of an advance;
Bosnia and Herzegovina: total amount of EUR 45,7
million. Bosnia and Herzegovina does not qualify for the
payment of an advance.

As an overall advance of EUR 10,7 million has been already paid, this mobilisation is accompanied by DEC No
Reserve line to the EUSF operational budget line, and that will be voted on later during the voting session.
The rapporteur proposes to support the mobilisation of the EUSF. Members highlight the need for more
resources for EUSF in view of more frequent and intense natural disasters and underline that the assistance
should be provided quickly so that support can reach the affected regions in a timely manner.

Implementation of the EU-UK Trade and Cooperation
Agreement
The BUDG committee is responsible for the financial aspects of the
section in the EU-UK Trade and Cooperation Agreement on UK
participation in Union programmes.
On 19 May, the EU and the UK reached a Common Understanding on
a series of issues, some of which have a financial element, which will
be part of the negotiations between the two parties.

on their building policy. The exchange of views will be an opportunity for Members of the Committee to

Amending Regulations (EU) 2021/694, (EU) 2021/695, (EU)
2021/697, (EU) 2021/1153, (EU) 2023/1525 and 2024/795,
as regards incentivising defence-related investments in the
EU budget to implement the ReArm Europe Plan
To develop the necessary capabilities and military readiness to
credibly deter armed aggression and secure the future of the EU, a
massive increase in European defence spending is needed over a
prolonged period. This requires a combined and sustained effort at
the EU and Member States level. In this context, the proposal from
the Commission introduces some changes to several EU programmes
in order to incentivise defence investement. This proposal
complements the mid-term review of the Cohesion policy.

Amending Regulation (EU) 2021/691 as regards support to
workers affected by imminent job displacement in
enterprises undergoing restructuring – ·Presentation by the
Commission
The Commission will present its proposal for amending the
Regulation on the the European Globalisation Adjustment Fund for
Displaced Worked (EGF).
The aim of this proposal is to enable the EGF to not only support
displaced workers, but also workers affected by imminent job
displacement.
Besides broadening the scope of the EGF for a potentially wider
range of beneficiaries, the proposals also entails significant changes
to the procedure for mobilising the instrument.

Public Hearing on “Management and preparedness to extreme weather events and natural
disasters in the EU budget”
The Committee on Budgets will hear high-level speakers to
understand which mechanisms within the EU budget are in
place to respond to severe weather and climate emergencies.
The scope of the public hearing is to gain insight into the
appropriateness of existing instruments, the level of
preparedness to face climate risks, and reflect on future
requirements. The ENVI, REGI and AGRI Committees are
invited to participate in the hearing.
The hearing is divided in two panels. The first is meant to
expose an academic point of view on the available EU
Mechanisms in Response to Natural and Climate Disasters and to focus on the work undertaken in the
framework of the RescEU program. The second panel will begin with an examination of the impacts of natural
disasters on human health in Europe, as well as the EU’s preparedness in addressing these challenges,
followed by a presentation on the strategies currently being implemented for flood risk prevention and
management.
The experts who will share their insights are:

Marco Panigalli, Head of Unit – Civil Protection Emergency Response Capabilities – DG ECHO

Protocol (2025–2029) on the implementation of the
Fisheries Partnership Agreement between the Republic of
Côte d’Ivoire and the European Community
This budgetary assessment analyses the budgetary aspects of the
Protocol (2025-2029) on the implementation of the Fisheries
Partnership Agreement with the Republic of Côte d’Ivoire and
whether the act provides for sufficient financial resources. It also
determines whether the proposal is compatible with the Multiannual
Financial Framework and the corresponding interinstitutional
agreement, as well as the budgetary principles laid down in the
Financial Regulation.
The financial contribution from the EU budget for the entire duration
(a) an annual amount of EUR 305 000 for access to the fisheries
resources in Côte d’Ivoire’s fishing zone, equivalent to a
reference tonnage of 6 100 tonnes per year for highly migratory
(b) support for the development of the sectoral fisheries policy of
Côte d’Ivoire, amounting to EUR 435 000 per year, set at EUR
