European Defence Industry Programme and a framework of measures to ensure the timely
availability and supply of defence products (‘EDIP’)
The Committee on Budgets will vote on the budgetary assessment
prepared by Jean-Marc Germain (S&D) on the European
Commission’s proposal for European Defence Industry Programme
(EDIP). The proposal aims at strengthening the competitiveness and
responsiveness of the EU’s Defence Technological and Industrial Base
(EDTIB), ensuring the availability and supply of defence products and
promoting cooperation with Ukraine’s defence industry.
The draft budgetary assessment underlines the insufficient level of
the EUR 1.5 bn financial envelope in support to the EDTIB as well as
the absence of any source of funding in support to Ukraine after the
allocation of the proceeds of Russian frozen assets to the Ukraine
Loan Cooperation Mechanism for the main part, as well as to the
European Peace Facility. The rapporteur suggests to increase the
EDIP funding through additional contributions from Member States.
