
The Republika Srpska remains politically stable and has institutionally responded to the constitutional crisis in Bosnia and Herzegovina, caused by Kristijan Šmit’s intervention, who imposed amendments to the Criminal Code without following the procedure in the Parliamentary Assembly of Bosnia and Herzegovina. This was assessed during an extended thematic session of the Government. The conclusion is that the new Constitution should include a provision that no law can be adopted by the Parliamentary Assembly of Bosnia and Herzegovina without the consent of the National Assembly of the Republika Srpska. Measures have also been proposed to protect the Dayton Peace Agreement: for this reason, the Srpska will turn to Serbia, Croatia, Russia, the USA, and France for support. It has been 30 years since the signing of the Dayton Peace Agreement. Almost immediately after the signing of this international agreement, its collapse began, and it continues to this day. This is why the Republika Srpska will seek its protection.
“It is entirely natural, as a party that signed all annexes of Dayton, that the Republika Srpska asks for protection of the DPA and its position from Serbia and Croatia, and we are asking for the protection of the DPA from Russia, the United States, and France,” stated Milorad Dodik.
The Dayton Peace Agreement has been gradually undermined by illegal and imposed decisions, which the Republika Srpska has always warned about. In order to prevent anti-Dayton activities, laws have been adopted to protect the Dayton Constitution of Bosnia and Herzegovina, and the Srpska has institutionally responded to the crisis caused by Šmit’s decisions.
Siniša Karan, Minister of the Interior of the Republika Srpska, emphasized that Šmit has applied a series of pressures, followed by judgments and new proceedings, while Željka Cvijanović, President and Serb member of the Presidency of Bosnia and Herzegovina, stated that the time will come for Šmit to leave his position.
Moreover, the President of the National Assembly of the Republika Srpska, Nenad Stevandić, revealed that the Srpska rejected an offer that included renouncing its properties, changing the Constitution into a statute, and giving up the rights to vote, veto, and the referendum. After rejecting this offer, new legal proceedings against the Srpska began, with internal arrest warrants issued and requests to Interpol for red notices.
Radovan Višković, Prime Minister of the Srpska, added that in recent days there have been attempts to shift the focus of political persecution toward the criminalization of individuals and institutions. At the same time, Srpska’s institutions are threatened with new sanctions and the arrival of unwanted individuals, such as German Minister Anna Lirmann, who met with the opposition without informing the competent authorities.
Stevandić also emphasized that the Republika Srpska will not tolerate provocations from foreign representatives, reaffirming the sovereignty and dignity of the country.
Despite attempts to destabilize it, the security situation in the Srpska remains stable, with the Ministry of the Interior well-prepared to handle the situation. Dodik also proposed that the Srpska support the military agreement between Serbia and Hungary and request to be admitted as an observer and to have the right to participate as a member.
Officials of the Srpska assured citizens that there is no reason for concern. They emphasized that these are political processes that require understanding from both domestic institutions and external factors. They also called on the opposition to engage in dialogue, instead of dividing citizens, to strengthen the stability of the Republika Srpska within Bosnia and Herzegovina.
“Ordinary people mostly condemn the opposition, who speak negatively about the actions of the government of the Republika Srpska in Sarajevo’s media,” stated Ljubiša Ćosić, President of the Association of Municipalities and Cities of the Republika Srpska.
The Republika Srpska remains firmly committed to peace and coexistence. According to officials, it has never called for or threatened war. They condemned the statement of a delegate in the Council of Peoples of the Republika Srpska, Dževad Mahmutović, who called for shooting at the Republika Srpska police. The same condemnation was directed at the Prosecutor’s Office of the Republika Srpska, which did not respond to the statement.
“How is it possible for someone to say that we should shoot at the police and none of the prosecutors respond? Should Milorad Dodik file a complaint, and where is the official duty… Ministers, we need to implement our idea, if the judiciary is not functioning according to the institutions and the Constitution, we will abolish the law on the court and the prosecutor’s office of the Republika Srpska and create new structures. This can no longer be tolerated,” Dodik said.
The President of the Republika Srpska is categorical: without the consent of the National Assembly of the Republika Srpska, no law at the level of Bosnia and Herzegovina can be adopted. This, he insists, will be defined in the new Constitution of the Republika Srpska.
