General budget of the European Union for the financial year
2025 – all sections – Resolution
Having voted on 7 October on the amendments tabled to the Council’s
position on the Commission’s Draft Budget 2025, members of the
Committee on Budgets will vote on the resolution accompanying those
amendments.
Parliament is due to adopt its position on the 2025 budget at the second
plenary session in October. Assuming Council does not accept
Parliament’s position, a 21-day period of conciliation will be triggered
during which the two arms of the budgetary authority will seek to broker
an agreement.

Draft Amending Budget no 4 to the general budget 2024 update of revenue (own resources) and adjustments to some
decentralised agencies
Members of the Committee on Budgets will vote on the amendments
tabled to the draft report on Draft Amending Budget 2/2024, the
purpose of which is to update revenue for the 2024 budget based on
revised forecasts agreed at the May 2024 meeting of the Advisory
Committee on Own Resources and to adjust expenditure for a number
of decentralised agencies. As a result of the revised revenue forecasts,
GNI contributions are increased by EUR 5.625 billion compared to DAB
2/2024, while changes on the spending side result in an overall increase
of EUR 12 million and a proposal to mobilise the Flexibility Instrument
for an amount of EUR 13.2 million, owing to the absence of available
margins in Heading 2b.

Mobilisation of the European Globalisation Adjustment Fund
to support workers made redundant following an application
from Belgium — EGF/2024/001 BE/Match-Smatch
Members will consider the draft report prepared by Michalis
Hadjipantela (EPP) on the European Commission’s proposal for a
decision to mobilise the European Globalisation Adjustment Fund for
Displaced Workers (EGF) provide targeted support to 365 displaced
workers in Match-Smatch supermarkets following collective
redundancy procedures.
The EGF would contribute with the amount of EUR 2.66 to the financing
of personalised services for the workers.

– DEC 09/2024 – Mobilisation of the European Globalisation
Adjustment Reserve
Members will vote on the transfer request, DEC 09/2024, which
involves the proposed transfer of EUR 2.66 million to cover the
payment needs arising from the proposed mobilisation of the European
Globalisation Adjustment Fund in response to a request from the
Belgian authorities for support to 365 displaced Belgian workers from
the Match-Smatch supermarket (see above).

Members will vote on the transfer request, DEC 10/2024, which involves
the proposed reinforcement of the Humanitarian Aid budget line by
EUR 273 million to address the global food crisis (EUR 81 million), the
Sudan crisis and its effects in the surrounding region (EUR 69 million),
the crises in Ukraine and Moldova (EUR 60 million), the crisis in Venezuela (EUR 18 million) and to provide
support support to the Palenstinian population (EUR 45 million). In order to cover the reinforcement, the
Commission proposes to mobilise the remaining amount in the Emergency Aid Reserve for 2024.

The purpose of this transfer is to provide for additional mission expenditures in DGs COMM, SAFE, PART
and the Legal Service to carry out their core activities (reinforcement of item 3000 “Expenses for staff
missions and duty travel between the three places of work” by EUR 335 000).
This transfer is made possible due to availability of appropriations in item 320 “Acquisition of expertise” as
the staff survey from 2024 was postponed to 2025 and lower expenditure in 2024 for expertise.

The purpose of this transfer proposal is to enable the purchase of the annual software subscriptions used to
protect Parliament’s data from ever-increasing threats by reinforcing item 2100 “Computing and
telecommunications – Business-as-usual operations – Operations” by an amount of EUR 820 000.
This transfer is made possible due to availability of appropriations in item 4020 “Funding of European political
parties” (EUR 820 000).

This transfer reinforces item 2007 “Fitting-out of premises” by EUR 142 122 to finalise the renewal of the
sprinkler system, item 2008 “Other expenditure on buildings” by EUR 40 500 to complete the energy audit
and item 212 “Furniture” by EUR 2 000 to proceed with the procurement of height-adjustable desks.
These reinforcements for a total amount of EUR 184 622 are made possible due to savings on item 236
“Postage on correspondence and delivery charges” of EUR 36 410, item 238 “Removal costs and other
administrative expenditure” of EUR 30 912 and item 239 “Environmental support” of EUR 117 300.

This transfer reinforces item 2022 “Cleaning and maintenance” by EUR 74 723 to convert former IT rooms
into offices and to put a film on the glazing of the VMA building.
The reinforcement is made possible due to savings on item 236 “Postage on correspondence and delivery
charges” of EUR 28 610, item 238 “Other administrative expenditure” of EUR 20 713 and item 239 “EMAS
activities, including promotion, and the carbon offsetting scheme” of EUR 25 400.

This transfer reinforces several budget lines: item 100 “Salaries, allowances and payments related to salaries”
by EUR 23 000, item 104 “Mission expenses” by EUR 13 500, item 2100 “Purchase, servicing and maintenance
of equipment and software, and related work” by EUR 77 000, item 304 “Internal meetings” by EUR 8 000 and
item 3201 “Expenditure on archive resources” by EUR 40 000.
These reinforcements for a total amount of EUR 161 500 are made possible due to savings on several budget
lines, in particular on item 231 “Translation and interpretation” by EUR 108 500 due to integration of AI into
the translation processes for the EO’s website.

Draft budgetary assessment of the Council Decision on the
conclusion of the Protocol (2024-2029) implementing the
Fisheries Partnership Agreement between the European
Community and the Republic of Cabo Verde – exchange of
views
This budgetary assessment analyses the budgetary aspects of the Fisheries
Partnership Agreement with Cabo Verde and whether the act provides for
sufficient financial resources. It also determines whether the proposal is
compatible with the multiannual financial framework and the corresponding
interinstitutional agreement, as well as the budgetary principles laid down in
the Financial Regulation.
The financial contribution from the EU budget for the entire duration of the
a) a reference tonnage of 7 000 tonnes, for which an annual amount
linked to access has been set at EUR 350 000;
b) support for developing Cabo Verde’s sectoral fisheries policy,
amounting to EUR 430 000 per year.

assessment, and Members of the committee on Budgets will hold an
exchange of views on it. The conclusion of the rapporteur is that the
responsible committee, PECH, shall be advised to approve the Fisheries

Draft budgetary assessment of the Council Decision on the
conclusion of the Protocol on the implementation of the
Fisheries Partnership Agreement between the European

Draft amending budget no 5 to the general budget 2024 adjustments in payment appropriations, update of revenues
and other technical updates
– Presentation by the Commission of the Draft amending budget no 5 to
the general budget 2024
Following its adoption by the Commission on 10 October, the Draft
Amending Budget N°5/2024 (DAB5) will be presented.
The main purpose of DAB5 is to update the expenditure side of the budget
to take account of the latest developments as regards:

An increase of the level of payment appropriations for the European
Regional Development Fund (ERDF), including in relation to the
reprogramming related to the Strategic Technologies for Europe
Platform (STEP);
An update of the needs for the Sustainable Fisheries Partnership Agreements (SFPAs), taking into account
that several agreements and the related protocols will not be concluded in 2024;
An increase of appropriations, linked to the most recent estimates for the update of remuneration on
Heading 7 and outside Heading 7 to several decentralised agencies;
Further adjustments to CEPOL, eu-LISA, EUAA, AMLA, ECHA, EEA;
Savings in some operations of the Publication Office following the introduction of machine translation;
An adjustment of the budgetary nomenclature following the adoption of the proposal for the Ukraine Loan
Cooperation Mechanism (ULCM).

Additionally, on the revenue side, DAB5 incorporates EUR 2 815 million of definitive fines and penalty payments paid
until 30 September 2024.
Overall, the net impact of this DAB on expenditure amounts to an increase of EUR 44,5 million in commitment
appropriations and of EUR 2 954,8 million in payment appropriations.

appropriations and an increase of EUR 2 657,0 million in payment appropriations.

Financial Framework post-2027
The Committee on Budgets, under the auspices of its co-rapporteurs
Siegfried Mure?an (EPP) and Carla Tavares (S&D), has begun its
preparatory work ahead of the Commission’s proposals on the post2027 Multiannual Financial Framework, due by the end of June 2025. As
part of its preparations, the committee will hold a series of exchanges
of views with key stakeholders, beginning with the Economic and Social
Committee and the Committee of the Regions. The Economic and
Monetary Union and Economic and Social Cohesion Section in the EESC
has recently adopted an own-initiative opinion entitled “Enhancing
Fiscal Transparency through Participatory Budgeting in the EU”, drawn
up by its rapporteur Ms Calistru, while the Commission for Territorial
Cohesion Policy and EU Budget in the Committee of Regions has also
adopted an opinion – entitled “EU budget and place-based policies:
proposals for new design and delivery mechanisms in the MFF post2027” – drawn up by its rapporteur Ms Maupertuis.

2024 Budget: Section III – Commission – exchange of views:
– DEC 11/2024 – Global Transfer
DEC 11/2024 is the annual transfer proposed by the Commission known as the ‘Global Transfer’ – designed to rebalance payment
appropriations for the remainder of 2024 based on a review of actual
budgetary implementation and expected uptake of payment
appropriations until year end. The Global Transfer relates to payment
appropriations of EUR 2.87 billion, with 27 budget lines reinforced and
those reinforcements covered by decreases on 78 lines.

DEC 12/2024 proposes to move appropriations available on the
administrative support lines to the operational lines of the relevant
programmes or policy clusters. The proposed transfers relate to Horizon
Europe, the Connecting Europe Facility, the Digital Europe Programme,
the Single Market Programme and European Space Programme under Heading 1; EU4Health, Erasmus+, Pilot
Projects and Preparatory Actions, Creative Europe and Rights & Values under Heading 2b; the European
Agricultural Guarantee Fund and the LIFE programme under Heading 3; and the European Defence Fund
under Heading 5. The transfer amounts to EUR 31.7 million in commitment and payment appropriations.
– DEC 13/2024
DEC 13 proposes to transfer commitment and payment appropriations totalling EUR 19.7 million from the
budget lines for contract staff, graduate traineeships and buildings expenditure under Heading 7 – where
spending needs are lower than budgeted for to the ‘remuneration and allowances’ and ‘pensions and
allowances’ lines, also under Heading 7, to cover increased needs resulting from the higher-than-forecast
salary adjustment for 2024.
