General budget of the European Union for the financial year
2025 – all sections
Members of the Committee on Budgets will vote on the amendments
tabled to the Council’s position on the Commission’s Draft Budget
2025.
The Council formally adopted its reading on the 2025 budget on
13 September 2024, with no changes from the position approved by
COREPER in July 2024. Compared to the Commission’s Draft Budget
2025, the Council cuts EUR 1.52 billion in commitments and EUR 876
million in payments.
The General Rapporteur for the 2025 Budget – Section III
(Commission), Victor Negrescu, and the Rapporteur for Other Sections,
Niclas Herbst, will present their compromise proposals resulting from
thorough exchanges with the shadow rapporteurs and their voting
recommendations before the vote.
For Section III, the General Rapporteur’s approach is to ensure that the
application of the EURI cascade mechanism will not result in
arrangements that cause undue collateral damage to essential
programmes, and to propose targeted reinforcements to some
programmes and agencies in line with political priorities and identified
needs in 2025.

For Other Sections, the Rapporteur’s approach, after analysing the
needs and requests from the other institutions, is to restore the
Council’s cuts and to support a number of amendments above the Draft
Budget to ensure that the institutions have sufficient resources to fulfil
their mandates.

Draft Amending Budget no 2 to the general budget 2024
entering the surplus of the financial year 2023
Members of the Committee on Budgets will vote on the amendments
tabled to the draft report on Draft Amending Budget 2/2024, the
purpose of which is to enter in the 2024 budget the surplus resulting
from the implementation of the budget year 2023, in accordance with
Article 18(3) of the Financial Regulation applicable to the general
budget of the Union.

Establishing the Ukraine Loan Cooperation Mechanism and
providing exceptional macro-financial assistance to Ukraine
Members of the Committee on Budgets will vote on the amendments
tabled to the draft budgetary assessment on the Regulation
Establishing the Ukraine Loan Cooperation Mechanism and providing
exceptional macro-financial assistance to Ukraine. The goal of this
regulation is twofold: first, the creation of the Ukraine Loan Cooperation
Mechanism, which will operationalise the windfall profits of the frozen
Russian assets, in order to help Ukraine reimburse the financial
assistance offered by the EU and other G7 partners; and second, the
mobilisation of extraordinary budgetary assistance to Ukraine for up to
EUR 35 billion.
