Under Secretary Zeya’s Remarks at the UNGA Ministerial Side Event on Sustainable Programming in Displacement Crises, co-hosted by UNHCR, Germany, and Mauritania
Remarks
September 24, 2024
“As delivered.”
Good morning. I want to start by extending heartfelt condolences to the families, friends, and colleagues of the two UNHCR staff members who lost their lives in Lebanon yesterday. We are grateful for their service to people in need and recognize the important work UNHCR does every day. Ensuring the safety of humanitarian workers and upholding international humanitarian law are paramount.
Thank you, German Foreign Minister Baerbock, Mauritanian Economy and Finance Minister Ould Bouh, and UNHCR High Commissioner Grandi for bringing us together today. Your leadership has opened the door to an urgent and necessary conversation on how we can collectively sustain our humanitarian efforts as we face the growing scale of protracted displacement.
The United States proudly supports UNHCR’s ongoing commitment to a sustainable programming approach. The engagement we’ve seen at the Berlin Roundtable is an important step in the right direction. The work being done to bridge humanitarian and development action is already making a difference.
By building on these efforts and adopting a “whole-of society” approach, we can improve efficiency and ensure our limited resources reach those who need them most.
Solving this challenge requires all of us to bring our strengths to the table. Host governments, development actors, civil society, the private sector, and most importantly, displaced persons themselves all play crucial roles. Just yesterday, Secretary Blinken brought together leaders from these diverse sectors to focus on this very issue.
We understand that empowering refugees to be self-reliant, integrating them into national systems, and strengthening local actors are key to the long-term success of humanitarian programs and the well-being of local communities. When refugees have the chance to work legally, move freely, access social safety nets, and pay taxes, they strengthen local economies. This benefits everyone – host communities, governments, and refugees themselves.
In the United States, we’ve seen compelling evidence that inclusive policies help refugees become economic assets to host nations. A recent study conducted by the U.S. Department of Health and Human Services showed that from 2005 to 2019, refugees in the United States contributed $123.8 billion more to the economy than they cost in government spending.
These findings are not just numbers; they are the result of dedicated work and partnership and models for what we can achieve together around the world. That’s why we’re honored to co-lead the Global Refugee Forum Economic Inclusion and Social Protection multi-stakeholder pledge alongside UNHCR, Germany, and other partners. Our goal is to rally support for self-reliance policies, programs, and data. This has to be the cornerstone of any approach to sustainability. As we build momentum and continue this conversation, we look forward to working with all of you to redefine what is possible. Thank you.
