Mobilisation of the European Union Solidarity Fund to provide
assistance to Italy, Slovenia, Austria, Greece and France
relating to six natural disasters occurred in 2023

Members will vote on the mobilisation of the European Union Solidarity
Fund (EUSF) for six natural disasters that occurred in 2023 for an
amount of EUR 1 028,5 million of which respectively:
? Italy (Emilia-Romagna) – flood: total amount of EUR 378,8
million.
? Slovenia – flood: total amount of EUR 428,4 million.
? Austria – flood: total amount of EUR 5,2 million.
? Greece – flood: total amount of EUR 101,5 million.
? Italy (Tuscany) – flood: total amount of EUR 67,9 million.
? France – flood: total amount of EUR 46,8 million.

An overall advance of EUR 231,8 million has been already paid to
Member States requesting so. The payment of the remaining amount of
EUR 796,8 million necessitates a transfer which is proposed in DEC No
08/2024.

The rapporteur proposes to support the mobilisation of the EUSF.
Members highlight the importance of the assistance to be provided
quickly so that support can reach the affected regions in a timely
manner.

2024 Budget: Section III – Commission
– DEC 08/2024
DEC 08/2024 involves the proposed transfer from the European
Solidarity Reserve for an amount of EUR 796.8 million to cover the
payment needs arising from the proposed mobilisation of the European
Union Solidarity Fund in response to natural disasters in 2023 in Italy,
Slovenia, Austria, Greece and France (see item above). The total amount
of the EUSF support for the above-mentioned Member States is
EUR 1028.5 million, with the remaining amounts covered through EUR
37 million already inscribed in the 2024 budget and EUR 195 million from
appropriations of the General Budget 2023 paid as advances.

2024 Budget: Other Sections
– EP: C2/2024
The purpose of this transfer proposal is to reinforce
a) item 1220 “Allowances for staff retired or placed on leave in the
interests of the service” for an amount of EUR 580 000 to pay the
statutory allowances for a higher than planned number of beneficiaries,
b) item 1612 “Learning and development” for an amount of EUR 535 000
to finance new mandatory training courses for Members and staff and
additional costs related to strategic training courses, and
c) item 1630 “Social welfare” for an amount of EUR 375 000 to cover the
increasing number of requests with higher costs related to persons with
a disability.

This transfer is made possible due to availability of appropriations in
management arrangements” (EUR 35 000).

The purpose of this transfer proposal is to reinforce item 2104 “Computing and telecommunications –
computers and related accessories for Accredited Parliamentary Assistants (APAs) currently equipped with
obsolete hybrid computers.
This transfer is made possible due to availability of appropriations in item 4020 “Funding of European political
parties”.
– EESC: INF 3/2024
This transfer reinforces item 1612 “Further training” by EUR 80 000 to cover costs for new strategic projects
(active listening skills, strategic action plan, change management, systemic impact).
This reinforcement is made possible due to a lower than expected number of children currently enrolled in
childcare resulting in savings in item 1638 “Early Childhood Centre and approved day nurseries”.

This transfer reinforces item 2100 “Purchase, servicing and maintenance of equipment and software, and
related work” by EUR 56 000 to cover additional costs for the implementation of the strategic HR
management application ‘HRT – Human Resources Transformation’ developed by the European Commission
and used by the EESC.
This reinforcement is made possible due to lower than expected translation demand resulting in savings in
item 1420 “Supplementary services for the translation service and translation and outsourcing-related tools”.

This transfer reinforces item 1200 “Remuneration and allowances” by EUR 60 000 in light of higher salary
indexation costs in 2024 than initially estimated at the time of the preparation of 2024 estimates and item
2102 “Outside assistance for the operation, development and maintenance of software systems” by
EUR 194 000 to provide its share of the financing for 3 top priority joint CoR-EESC IT projects.
These reinforcements for a total amount of EUR 254 000 are made possible due to savings on several budget
lines, in particular on item 1400 “Other staff” by EUR 100 000 due to later than planned recruitment of some
contract agents and on item 1420 “Supplementary services for the translation service and translation and
outsourcing-related tools” by EUR 80 000 due to lower than expected translation demand.

The request for modification of the establishment plan 2/2024 concerns the transformation of two
permanent AST posts into one permanent AD post and one temporary AST post.

The European Parliament has informed the Committee on Budgets of
its intention to launch a market prospection with two lots in order to
buffer the office space capacity needed during the renovation of the
SPAAK building, and for possible alternatives to the KOHL building.

The Committee on Budgets approved the proposal on the renovation of
the SPAAK building at its meeting of 14 February 2024, and the
renovation works are due to start in 2027. This necessitates the
relocation of the 814 staff that the building accommodates.
As regards the KOHL building, it currently hosts 1 100 staff and is leased by the EP until 4 February 2028.
However, the owner has expressed the intention to renovate the building’s external envelope and energy
installations, in response to energy efficiency concerns raised by the Parliament. The renovation work is
expected to last for two years, and would impact the working conditions of the staff occupying the building.
As such, alternatives to the KOHL building would be sought through this market prospection.
– EC: Brussels B1 – B4 occupancy of buildings of 20,000 m²
The Commission has informed the Committee on Budgets that in the context of replacing buildings at the
end of their life cycle or whose lease contract is due to expire it publishes annual property prospecting
notices on an annual basis for the real estate market. The total above-ground surface area sought by the
Commission in Brussels in this context is estimated at up to around 100,000 m² for the period 2023-2027.
To this effect the Commission has informed the Parliament of four building projects of 20 000 m 2 for which
the draft usufruct agreement will be submitted to the Committee on Budgets in the fourth quarter of 2024
or in the first quarter of 2025, for occupation as follows:

? Building 3: second half 2027
? Building 4: 2028

Exchange of views on Institutions’ building policy: European Commission
Under the Financial Regulation, the Institutions must provide the Committee on Budgets with a yearly report
on their building policy. The exchange of views will allow Members of the Committee to receive updated
information and debate the Commission’s building policy.

for Displaced Workers – EGF/2024/001 BE/Match – Belgium
Members will consider the draft report prepared by Michalis
Hadjipantela (EPP) on the European Commission’s proposal for a
decision to mobilise the European Globalisation Adjustment Fund for
Displaced Workers (EGF) to support 513 displaced Belgian workers
from the Match-Smatch supermarket.

Draft Amending Budget no 4 to the general budget 2024 update of revenue (own resources) and adjustments to some
decentralised agencies
Draft Amending Budget 4/2024, put forward by the Commission on
19 July 2024, updates revenue for the 2024 budget based on revised
forecasts agreed at the May 2024 meeting of the Advisory Committee
on Own Resources and proposes adjustments in expenditure for a
number of decentralised agencies. As a result of the revised revenue
forecasts, GNI contributions are increased by EUR 5.625 billion
compared to DAB 2/2024, while changes on the spending side result in
an overall increase of EUR 12 million and a proposal to mobilise the
Flexibility Instrument for an amount of EUR 13.2 million, owing to the
absence of available margins in Heading 2b.
