2024 Budget: Other Sections

The purpose of this transfer proposal is to cover salary indexation for
the second half of 2024 in item 1000 ‘Remunerations and allowances’ by
EUR 10 000, and an allowance to the previous EDPS supervisor in item
1001 ‘Entitlements on entering and leaving the service’ by EUR 2 650.
This transfer is made possible due to a lower than estimated
implementation rate of item 1100 ‘Remuneration, allowances and other
entitlements of officials and temporary staff’ as an ongoing recruitment
process was not finalised yet.

The purpose of this transfer proposal is to seeks to cover rent payments
impacted by an inflationary increase in item 3000 ‘Rent, charges and building expenditure’ by EUR 54 233,40.
This reinforcement is made possible due to savings in item 3040 ‘Meetings of the Board‘. The savings were
a result of lower travel costs for national experts to attend EDPB (hybrid) meetings, as online participation
was also possible.

General budget of the European Union for the financial year
2025 – all sections
On 19 June 2024, the Commission adopted its statement of estimates
for the year 2025, which Commissioner Hahn presented to the
Committee on Budgets on the same day. The consolidated 2025 draft
budget (DB 2025) was formally adopted on 12 July 2024.
Total appropriations in the draft budget, including special instruments,
are EUR 199 716.8 million in commitment appropriations (CA) and
EUR 152 684.1 million in payment appropriations (PA). The statement of
estimates elaborates that the draft budget 2025 and the accompanying
updated financial programming for 2026-2027 together reflect the
outcome of the MFF revision for the remaining years of the MFF period
(2025-2027).
The Council’s reading on the 2025 budget was adopted by COREPER
on 17 July 2024 and will be submitted to the Council for approval. The
Council’s reading leaves untouched most of the lines that were subject
to the recent MFF revision. However, the Council has taken a different
approach to the “EURI cascade” and deviates from the Commission
approach in several significant aspects, cutting the proposed budget by
EUR 1.52 billion in commitments and EUR 876 million in payments.
Compared to the Commission’s Draft Budget 2025, the Council cuts
EUR 771.9 million in commitments and EUR 514.6 million in payments
for the MFF Headings.

The general rapporteur for the 2025 Budget – Section III (Commission),
Victor Negrescu, will present to the committee a working document
analysing the Commission’s Draft Budget 2025 as well as the
corresponding Council’s position, outlining an initial assessment in light
of Parliament’s priorities.
This working document and the debate among BUDG Members will contribute to the preparation of
Parliament’s reading, consisting of budgetary amendments and the accompanying budgetary resolution,
scheduled for adoption at the October II Plenary session.

Mobilisation of the European Union Solidarity Fund to provide
assistance to Italy, Slovenia, Austria, Greece and France
relating to six natural disasters occurred in 2023
This proposal is to mobilise the European Union Solidarity Fund (EUSF)
for six natural disasters that occurred in 2023 for an amount of
EUR 1 028,5 million of which respectively:
? Italy (Emilia-Romagna) – flood: total amount of EUR 378,8
million including an advance of EUR 94,7 million awarded on
13 November 2023.
? Slovenia – flood: total amount of EUR 428,4 million including an
advance of EUR 100 million awarded on 23 November 2023.
? Austria – flood: total amount of EUR 5,2 million. Austria did not
request the payment of an advance.
? Greece – flood: total amount of EUR 101,5 million including an
advance of EUR 25,4 million awarded on 23 November 2023.
? Italy (Tuscany) – flood: total amount of EUR 67,9 million. Italy
did not request the payment of an advance.
? France – flood: total amount of EUR 46,8 million including an
advance of EUR 11,7 million awarded on 6 June 2024.

The EUSF provides financial support to Member States and accession
countries to deal with natural disasters and, since April 2020, public
health emergencies. The proposal for decision for mobilisation of the
EUSF requires the approval by the EP accompanied by a resolution.
An overall advance of EUR 231,8 million has been already paid to Member States requesting so. The payment
of the remaining amount of EUR 796,8 million necessitates a transfer from the European Solidarity Reserve
line to the EUSF operational budget line, both in commitments and payments. The transfer is proposed in
DEC No 08/2024 that accompanies the mobilisation decision and needs to be approved by BUDG within six
weeks.

Draft Amending Budget no 2 to the general budget 2024
entering the surplus of the financial year 2023
The purpose of Draft Amending Budget 2/2024 is to enter in the 2024
budget the surplus resulting from the implementation of the budget
year 2023, in accordance with Article 18(3) of the Financial Regulation
applicable to the general budget of the Union. The Commission
adopted the Draft Amending Budget in April 2024 and the Parliament
and Council agreed to proceed with their work after the recess.

Draft Amending Budget no 4 to the general budget 2024 update of revenue (own resources) and adjustments to some
decentralised agencies
Draft Amending Budget 4/2024, put forward by the Commission on
19 July 2024, updates revenue for the 2024 budget based on revised
forecasts agreed at the May 2024 meeting of the Advisory Committee
on Own Resources and proposes adjustments in expenditure for a
number of decentralised agencies. As a result of the revised revenue
forecasts, GNI contributions are increased by EUR 5.625 billion
compared to DAB 2/2024, while changes on the spending side result in
an overall increase of EUR 12 million and a proposal to mobilise the
Flexibility Instrument for an amount of EUR 13.2 million, owing to the
absence of available margins in Heading 2b.

Amending Regulation (EU, Euratom) 2018/1046 on the financial rules applicable to the
general budget of the Union
The agreement between Parliament and the Council on the recast of the Financial Regulation was adopted
by Parliament on 14 March 2024. As a consequence, there was insufficient time to complete the legallinguistic finalisation before the end of the parliamentary term. That has since been done, and the verified
text will be circulated to all members of the Committees on Budgets and Budgetary Control. In accordance
with the corrigendum procedure laid down in Rule 251 of the Rules of Procedure, those committees acting
jointly will examine the verified text and – if there are no objections – submit it to Parliament for
announcement at the September part-session.
