2024 Budget: Section III – Commission:
– DEC 06/2024
DEC 6 involves the proposed reinforcement of the Humanitarian Aid budget line by EUR 300 million to
address food crises and other pressing needs in Africa (EUR 192 million), to provide support to the
Palenstinian population in Gaza (EUR 68 million) and to provide emergency assistance to Ukraine and
Moldova (EUR 40 million). In order to cover the EUR 300 million reinforcement, the Commission proposes to
mobilise the Emergency Aid Reserve for an amount of EUR 299.1 miillion (52 % of available appropriations in
2024) and to cover the remaining EUR 0.9 million through a transfer from the budget line for international
organisations and agreements, where less money is required for the EU contribution to the Transport
Community.
– DEC 07/2024
DEC 7 involves the proposed transfer of EUR 17 million in commitment appropriations and EUR 12.5 million
in payment appropriations from the operational reserve to the budget line covering international fisheries
agreements. Under point 20 of the Interinstitutional Agreement, amounts intended for new or updated
fisheries agreements are placed in reserve and transferred to the line when required. DEC 7 relates in
particular to the Protocols implementing the Sustainable Fisheries Partnership Agreement with GuineaBissau – a Council Decision authorising the Commission to sign the protocols is expected by mid-September,
with the signing anticipated at the end of September. The first access payment will then be due within 90
days. In order for the Commission to be able to sign the agreement with Guinea-Bissau, the appropriations
must first be transferred – under Article 111(2) of the Financial Regulation, the Commission can only enter
into legal obligations once a budgetary commitment is in place.

2024 Budget: Other Sections
– ECA: V/INF-01/T/24
This transfer to item 2007 “Fitting-out of premises” for an amount of EUR 850 000 intends to cover the repair
costs of the K2 roof (EUR 700 000) and the completion of the works in K2 floor -1 (EUR 150 000). The transfer
is made possible as a result of savings in several items, in particular item 2024 “Energy consumption”
(EUR 400 000) due to lower than expected electricity price, and item 1404 “In-service training and staff
exchanges” (EUR 200 000) due to less SNEs than planned in 2024.
– ECA: V/INF-02/C/24
This transfer to item 2380 “Other administrative expenditure” for an amount of EUR 80 000 intends to cover
costs related to the logistic services. The costs related to the implementation of the new service contract in
force since the second half of 2023 is higher than planned in the budget. The transfer is made possible by
use of appropriations in item 2028 “Insurance” (EUR 20 000) due to delays in the entry into force of a new
contract, in item 2103 “Telecommunications” (EUR 50 000) due to savings and in item 2160 “Vehicles / Green
mobility” (EUR 10 000) due to a smaller number of reimbursements for cross-border public transport season
tickets.
– ECA: V/INF-03/A/24
This transfer to item 2720 “Documentation, library and archiving expenditure” for an amount of EUR 150 000
intends to cover the higher than expected contractual obligations for the Orbis database and other existing
licences and subscriptions. The transfer is made possible by the use of appropriations in item 2741
“Publications of a general nature” due to a reorganisation of tasks in the publication production process.
– EESC: INF 1/2024
This transfer reinforces item 1220 “Allowance for staff retired or placed on leave in the interests of the
service” for an amount of EUR 95 000 to cover the statutory allowances for a higher than planned number of
officials placed on leave in the interests of the service, and article 162 “Missions” for an amount of EUR 80 000
to finance forecasted staff missions entailing higher expenses due to increased flight and hotel prices. The
transfer is made possible due to availability of appropriations in item 1200 “Remuneration and allowances”
(EUR 175 000) explained by an income from insurance reimbursement in 2023 and carried forward to the
budget line 1200 in 2024.
– EESC: INF 2/2024
This transfer to item 2620 “Foresight studies, general studies and research” for an amount of EUR 41 000
intends to pay a delayed invoice for studies of 2023. The transfer is made possible by the use of
appropriations in item 1004 “Travel costs, travel allowances and subsistence allowances, attendance at
meetings and associated expenditure” due to a lower than expected level of activities.

Building Policy
– EC: EC Representation in Bratislava
Members of the Committee on Budgets will vote on the co-location and purchase option of offices for the
EC Representation in the House of Europe in Bratislava, Slovakia. The EC Representation will occupy 1 222
m2, out of the total 2 704 m2 of the building purchased by the EP (and financed through a loan).
The financial contribution from the EC to the EP for the co-location and purchase option of the
EC Representation in Bratislava will be made through annual financial contributions of EUR 440 000 for a
period of 20 years, starting from when the building will be ready (planned for 2026). Once the EC has made
all the scheduled financial contributions to the EP, the EC has the possibility to officially request from the EP
to become co-owner of the building. The EP undertakes to accept such a request.
Members adopted the EP purchase of the House of Europe in Bratislava, Slovakia on 22 April 2024. An early
information concerning the co-location of the EC Representation at the House of Europe in Bratislava was
made on 9 December 2021 to the members of the Committee on Budgets of the 9th Term.
– EEAS: Lease of office premises for the EU Delegation to China
Members of the Committee on Budgets will vote on the lease of office premises for the EU Delegation to
China by the EEAS. This building project relates to a 4-year lease for new office premises for part of the
Delegation to China, due to the imminent expiry of the current lease and the owner’s request to recover his
property. The proposed new premises are in a stand-alone building with a gross surface of 2,498m², located
in the Chaoyang District, Beijing, previously occupied by the Belgian Embassy. The premises are within the
same neighbourhood as the owned EU compound, the so-called South Wing. The total estimated cost for
