NASA has selected Osi Vision, LLC of San Antonio, to provide program support
and course development/delivery for NASA’s Academy of Program/Project &
Engineering Leadership Knowledge Services (APPEL KS) activities for the
Agency. 
The Technical Workforce Education and Expertise Development Services (TWEEDS)
contract is a hybrid cost-plus fixed fee/firm fixed price/cost-reimbursement
contract with a value of approximately $60 million.
The performance period begins June 2, 2023 and includes a phase-in period not
to exceed 60 days; a base period of one-year; four one-year option periods;
and one six-month option.
TWEEDS will provide support services and analysis across a wide range of
activities to support NASA mission success.  Some of these include:
executive management, web-based tool and data collection, APPEL KS course
development and delivery and logistics support for all course attendees,
knowledge events and panels, strategic communications support including
website, social media, and podcast development and management, webinars,
event software management, support for specific financial management tasks,
and configuration management services to meet the needs of the agency’s
practitioners and the overall mission of NASA.
