It presents a well-evidenced problem definition and describes the scale of the problems. The IA does not provide self-standing policy options addressing all the drivers. Instead, it provides three policy option packages, under which the sub-options are the policy options; however, there are in fact only a few alternative choices. The IA explains the policy options and their impacts in detail in extensive annexes. The comparison of the options would have benefited from further clarification, as the IA does not score the options but instead it describes them qualitatively and does not use comparable expressions.The preferred option package is sufficiently justified and the reasons for discarding measures have been explained. The IA openly explains the limitations in the analysis, in particular in relation to quantification. The IA provides a description of the broad stakeholder consultations. It appears from the annexes that an SME test was conducted; however it would have been more reader-friendly if this had been explained in the main text or at least in a separate annex, as the information related to different elements of the SME test is presented in a rather fragmented way throughout the IA. The IA could have clarified for the sake of transparency, whether the supporting studies are publicly available.
